ENThis article explores civic consciousness whose content reveals personal committment which emerges from decision to live and act according to the laws of the state. It is revealed that this decision is determined by historical experience, the country’s culture and educational system. Committment to all purposes is always connected with certain abandonment of personal liberty in connection with the notion of a certain inherent self-denial in its content. No wever to a creative person a committment may became a strong impuls for action. These concepts are discussed on the basis of Baltic history and their 50 years of experience of foreign occupation. It was shown that the determination to re-establish independence and the ethnic identity formed defensive attitude of society during the time of living in a compulsory system.
