LTStraipsnio tikslas – pasitelkiant kumuliatyvinio priežastingumo teoriją nustatyti faktorius, kurie nulėmė netolygų Lietuvos regionų vystymąsi, o taip pat pateikti ekonominius argumentus strategijai, kuri mažintų divergencines tendencijas. Pirmojoje straipsnio dalyje trumpai aptariama kumuliatyvinio priežastingumo teorijos raida. Antroji dalis skirta įvertinti darbo užmokesčio skirtumų ir efektyvaus darbo užmokesčio Lietuvos regionuose raidą 1998 – 2003 metais. Analizuojamos mažesnio efektyvaus darbo užmokesčio išsivysčiusiuose regionuose priežastys. Paskutinėje dalyje analizuoti kokybiniai gyventojų skirtumai per žmogiškojo kapitalo dydžio – gyventojų skaičiaus ir struktūros pagal išsilavinimą – raidą. Susiklosčiusi padėtis nulemia didesnes investicijas į švietimą ekonomiškai stipresniuose regionuose. Dėl šios priežasties kumuliatyvinio priežastingumo santykio įveikimui reikalingas vyriausybės įsikišimas. Vyriausybė privalo finansuoti ir stimuliuoti investicijas į darbo jėgos švietimą. Ekonomistai R. Nelsonas ir E. Phelpsas teigia, kad švietimo trūkumas paaiškina, kodėl kai kurie regionai nesugeba panaudoti ekonominio vystymosi potencialo bei pasinaudoti kitų gamybos veiksnių teikiamu lyginamuoju pranašumu, kadangi žema darbuotojų kvalifikacija ir žmogiško kapitalo stoka sąlygoja neefektyvią gamybą ir ekonomonius nuostolius. ENThe article aims to identify the determinants of uneven development of the regions of Lithuania by invoking the cumulative causality theory as well as to present economic arguments for the strategy to reduce divergent tendencies. The first part of the article discussed in short the development of the cumulative causality theory. The second part is devoted to assessment of salary differences and the progress of effective salaries in the regions of Lithuania over the period of 1998 – 2003. Causes for lower effective salaries in the developed regions are analyzed. The final part examines qualitative differences of residents through the development of human capital size – number and structure of residents by education. The established situation determined higher investments in education in regions that are stronger economically. Due to this, in order to overcome the ratio of cumulative causality, government intervention is needed. The government must finance and stimulate investments in labor force education. Economists R. Nelson and E. Phelps state that the lack of education explains why certain regions are unable to use the economic development potential and comparative advantage given by other factors of production, seeing that low qualification of employees and lack of human capital determines inefficient production and economic losses.
