Regionų valdymas: atsakomybė ir demokratija

LTStraipsnyje analizuojamos Lietuvos Respublikos vietos/regiono valdžios demokratizacijos ir atsakomybės realizavimo galimybės. Apskrityje, kur valdymą organizuoja Vyriausybė, svarbiausias pareigūnas yra apskrities viršininkas. Jį skiria Vyriausybė. Apskrities viršininkas ir jo administracija taip pat yra ir regiono plėtros institucija. Regione dar funkcionuoja regiono plėtros taryba. Jos nariais yra apskrities viršininkas, savivaldybių merai ir deleguoti savivaldybių tarybų nariai. Straipsnyje teigiama, jog siekiant demokratizuoti apskričių/regionų valdymą būtina jiems suteikti vietos savivaldos teisę. Galimi du sprendimo būdai: a) apskritis/regionas gali būti savivaldybių asociacija; šiuo atveju savivaldybės rinktų savo atstovus į apskričių/regionų tarybas; b) organizaciniu požiūriu atskiriamos apskričių/regionų ir savivaldybės; apskričių/regionų tarybos būtų renkamos tiesiogiai visuotinių rinkimų būdu.

ENPossible directions of the reforms on the development of regional institutes (the council of the regional development and the head of the district) are analysed in the article. It is maintained that the power of districts should be necessarily consolidated while transforming them into elected institutes. Two ways of the solution are available. They are as follows: a) district could be a voluntary or compulsory association of local authorities; in the instance local authorities should elect their representatives to district councils (it would be the improvement of present system), b) another solution is based upon the assumption that functions of districts are increased and districts and local authorities are clearly organizationally separated; the councils of the regional development should be elected directly during general election, i.e. alike the councils of local authorities.
