LTStraipsnyje analizuojama verslo priežiūros institucijų pertvarka. Straipsnio objektas - verslo priežiūra Lietuvoje. Straipsnio tikslas - atskleisti vykdomas verslo priežiūros priemones ir pateikti tolimesnius verslo priežiūros sistemos optimizavimo kelius. Tyrimo uždaviniai: atskleisti verslo sampratą, išnagrinėti verslo priežiūros administravimo sistemą; išanalizuoti verslo priežiūros institucijas; nustatyti verslo priežiūros priemones; atskleisti valstybinio reguliavimo apraiškas. Straipsnyje taikyti tyrimo metodai: sisteminė ir lyginamoji mokslinės literatūros analizė ir sintezė pasitelkta nagrinėjant verslo priežiūros reguliavimo apraiškas; pirminių ir antrinių šaltinių analizė leido nustatyti naudojamas verslo priežiūros priemones, atskleisti verslo priežiūros pertvarkos būdus. ENThe article analyses the transformation of business supervisory institutions. The object of the article - Lithuania business supervisory. The aim of the article - to reveal the business supervisory measures carried out and to provide further business supervisory system optimization. Objectives of the study: to identify business concept, to analyse business supervisory administration system; analyse business supervisory institutions; reveal business supervisory measures; to analyse manifestation of state regulation. Research methods used in the paper: a systematic and comparative literature analysis and synthesis used to examine business supervisory regulatory manifestations, primary and secondary sources analysis allowed to reveal business supervisory measures, to reveal the business supervisory transformation techniques. The article analyses the business supervisory transformation in Lithuania. In Lithuania, like in the rest of the world at present three regulatory trends are evidenced: the refuse of direct regulation of economic processes; by reducing the economic regulation legislation, increased acts which ensure safe operations, the living environment, health, consumer rights, etc.; increased the number of so-called „processes governing regulations”, on which are based some of the governments activities, for example tax collection from the residents, customs, licenses. Since 2009 Lithuania conducted entities activities supervisory services transformation. Reform measures aimed at reducing the burden for business, to reduce corruption assumptions to ensure that maintenance requirements are understandable, easily and conveniently accessible. The main aim of the reform - supervisory institutions have become business advisors, not the punishers. For restructuring business supervisors institutions following measures were carried out.Developed risk management framework to achieve the objectives of effectively using the resources when the supervisory actions are organized as regularly carried out business risk assessment; Create checklists as a tool for business and business inspectors, as traders inspections are performed using published checklists; Developed the opportunity to consult on the phone, in helping people to understand the legal requirements and follow them properly, and by recording the conversation authority ensures responsibility; The business supervisory authorities signed a declaration for the first business year, the First-year business assistance; Memorandum on minor inconsistencies in labelling, equal rights for minor acts violations assessment; Two dates rule, the law shall not be changed more frequently than twice a year - the ability to prepare for legislative change; Creating business supervisory institutions efficiency and performance indicators, which should become a good public management tool. However, neither the current business Supervisors classification, than the levels of government business enterprises are inefficient, because it does not reflect the true number of institutions which administer businesses. The research shows (Simanaviciene et al., 2011) that business supervisors should be divided according to business activity. The research shows that in Lithuania it is intense business supervisory network optimization. But not only institutions transformation is important, but also how much business liberalization is real. Business supervisor’s exact number is difficult to determine because of the differences in the level of accountability on the nature of the activities of each ministry or municipality „own“ created business supervisory institutions.Currently, Lithuania showed two trends in business supervisory politics. On the one hand, constantly improving business legal and economic environment, reduced regulation, liberalization of business conditions, privatization of public services and functions, improved competition laws and reforming the tax system. On the other hand, it is not clear where we are going by creating a business monitoring system, and what is the progress of it’s optimization. [From the publication]
