ENThe article deals with the ways the policies of emerging communities are formed. During the Soviet rule, Lithuanian society became atomized. The atomization of society cannot be overcome either by the centralistic state rules and regulations, much preferred by leftists, or by individualistic approach advocated by the right wing liberals. The consolidating community policies should be highly prioritized by the citizens as well as parties, especially by the right wing. For individuals, it is the most effective way of building civic society and fostering political cultural identity, for political parties it is a training facility for building leadership skills, while for the government it is a way of empowering its legitimacy.
