Akcentuojama būtinybė transformuoti karinėse organizacijose istoriškai įsitvirtinusią struktūrinio valdymo logiką, įgyvendinamą per hierarchines organizacines struktūras, griežtą santykių reglamentavimą ir vadovavimo grandines. Aptariamos holosisteminio valdymo diegimo karinėse organizacijose alternatyvos ir praktinės taikymo galimybės. Generuojamos karinių vadovų valdymo kompetencijos ugdymo perspektyvos, grįstos holosisteminio valdymo logika.
ENThe article analyzes the changes in the society and its attitude towards management. The study mainly focuses on globalization, information technology and the changes presupposed by interactive technologies and their impact on the management of military organizations. Also, it discusses potential transformation directions of military organization management and management competence logics for future military commanders’ development; highlights the structural logics, hierarchical organizational structures and strict regulations for interpersonal relationships and the necessity for changing the chain of command in a military organization management; reviews potential alternatives for holosystematic management implementation in military organizations and practical application, especially military commanders’ management competence development. The scientific problem of the article is the lack of theoretical and practical solutions in management science that meet contemporary needs, do not create preconditions for purposeful improvement and implementation of effective and reliable programs for training a military commander in management competence development. The subject matter of the research is the development of management competence. The goal of the research is to foresee the tendencies for the improvement of practical management of military organizations, especially the development of military commanders’ management competence. Having analyzed the scientific problem through literature study and comparative, analytical, modeling, generalization and systematic analyses and methods of deducing cognition, it was established that: 1) Information technology and Internet-enabled interactive technologies (WEB 2.0) essentially change people’s attitudes towards management and its objects.A human does not regard himself/herself as ‘human resource’ of an organization, rather as a full member of an organization; therefore, from a modern perspective, management is no longer the sole responsibility of top managers. 2) Globalization has shaped human freedom of movement as a value making people less loyal to organizations and increasingly loyal to progressive ideas. 3) The importance of management practice based on a very strong expert and reference authority through organizational systems will only increase. It can be enabled through positive family-building leadership and culture of trust at organizations. 4) Management as a practice must be defined as a specific activity aimed at achieving its objectives and effectively regulating all processes in an organization. Management as a practice must be understood not only as a dualistic activity directed at the regulation of an organization and its members’ activities but also as an activity of a management entity aimed at managing its and other people’s emotional intelligence and character for meeting collective interests. 5) Management competence must be defined as the whole knowledge of management entity proved by successful results of work (activity). The knowledge consists of science (handlement system), arts (social system) and personalized practice (system of mind). 6) The development of military commanders’ management competence must be based on a competency-based education where a commander acquires necessary and appropriate personal competences for successful management of military units. 7) The effective and successful commanders’ competence development can be enabled based on the four-tier combination concept consisting of military science, art and psychology and philosophy of war.
