Vertės ekspertizės samprata : mikroekspertizė ir makroekspertizė

LTInformacijos ir viešojo administravimo institucijų bei įstaigų pokyčiai, susiję su didėjančiu informacijos, žinių, viešojo administravimo vaidmeniu šių įstaigų veikloje, tos veiklos įrodomumo poreikiu, informacinės visuomenės sąlygomis lemia vis sudėtingesnius Lietuvos valstybinės archyvų sistemos įstaigų veiklos reikalavimus, verčia jas ieškoti naujų veiklos metodų ir taikyti juos praktikoje. Straipsnyje atskleidžiama, kaip šiuolaikinėje literatūroje suvokiama vertės ekspertizė, ir parodoma jos vietą įstaigų, iš jų ir valstybinių archyvų, veikloje. Parodoma, kad valstybinių archyvų veiklos metodai yra svarbi jų vykdomų funkcijų kokybės dalis. Autorė aptaria mikroekspertizę ir makroekspertizę, valdant įstaigų dokumentus, vertės ekspertizę ir Lietuvos archyvų vykdomą komplektavimo funkciją. Fondo komplektavimo aspektu skiriami šie vertės ekspertizės įgyvendinimo makrolygiu etapai:1) aplinkos, kurioje veikia įstaiga, įvertinimas; 2) įstaigos ir jos vykdomų funkcijų (veiklos sričių) įvertinimas; 3) įstaigos dokumentų įvertinimas. Į įstaigų dokumentų valdymą vertės ekspertizė integruojama dviem būdais. Pagal dokumentų gyvavimo ciklo koncepciją, ji įgyvendinama tuomet, kai dokumentų nebereikia įstaigos einamajai veiklai, o pagal tęstinumo koncepciją – dokumentai vertinami jų sudarymo metu ar dar tik rengiantis juos sudaryti. Šios koncepcijos lėmė ir vertės ekspertizės sampratos kaitą: iš pradžių vertės ekspertizė buvo įgyvendinama pagal vertes ar charakteristikas, susijusias su dokumentu, o pradėjus taikyti funkcijų analizę, ji integruojama į visus dokumentų valdymo procesus.Reikšminiai žodžiai: Viešasis administravimas; Valstybiniai archyvai; Dokumentai; Vertės ekspertizė.

ENThe changes in information and public administration institutions and agencies related to ever-increasing role of information, knowledge and public administration in the activities of these institution and the need to demonstrate those activities, determine more and more complex requirements for the activities of the institutions of the Lithuanian state archive system in the conditions of information society, forcing them to look for the new work methods and apply them in practice. The article discloses how the value expertise is perceived in the modern literature. It is demonstrated in the article that the work methods of the state archives are the important part of the quality of the functions they perform. The author discusses micro expertise and macro expertise in managing institutional documents, the value expertise and the gathering function, performed by Lithuanian archives. The value expertise is integrated into the document management of the institutions in two ways. According to the concept of the document life cycle it is realized when the institution no longer needs the documents for its current activities. And according to the concept succession the documents are evaluated at the time of their creation or when the institution has intentions to prepare them. Those concepts determined the change in the conception of the value expertise: originally the value expertise was implemented according to values or characteristics related to the document and after the function analysis was started to be applied, it is now integrated into all processes of document management.
