Istorijos proceso samprata ir pilietinio ugdymo metodologija

LTStraipsnyje analizuojama pilietinio ugdymo ir istorinio pilietybės sąvokos vystymosi specifika. Metodologinė analizė leidžia tvirtinti, jog pilietinis ugdymas tai nėra tik žinių pateikimas, suvokimas ir išlaikymas. Akcentuojamas pilietinis ugdymas kaip kritiško, nepriklausomo ir originalaus mąstymo vystymasis bei socialinių problemų analizė, ieškant pozityvių būdų jas spręsti. Tai yra istorinis-metodologinis požiūris į pilietinio ugdymo problemas. Jis pagrįstas įsitikinimu, jog pilietybės apibrėžimams labai didelę įtaką turi konkrečios filosofinės teorijos, taip pat amžius ir istoriniai konceptai. Nagrinėjami skirtingi istoriniai-filosofiniai požiūriai į pilietinį ugdymą: nuo antikinės Graikijos teorijų, pvz. Platono ir Aristotelio, iki šiuolaikinių L. Von Miseso, F.A. von Hayeko ir M. Friedmano įžvalgų. Pabrėžiamos svarbiausios pilietiškumo savybės: žinios ir supratimas, jog tampama piliečiu, kuris turi teisę gauti informaciją ir dalyvauti procesuose bei prisiimti atsakomybę. Viena iš svarbiausių įžvalgų yra tai, jog mokiniams sunku įsivaizduoti buvimą aktyviais piliečiais, jeigu jų vaidmuo pilietinio ugdymo procese yra tiktai pasyvus. Nuo pat pradžių mokiniai turi mokytis pasitikėjimo savimi ir socialiai bei moraliai atsakingo elgesio taisyklių. Galutinėse išvadose pabrėžiama, jog kiekviena valdžia yra atsakinga už efektyvų pilietiškumo ugdymą, kuris vestų piliečius link aktyvaus ir atsakingo dalyvavimo. Vienas iš šiandienos uždavinių kartu yra ir griežtų doktrinų bei ideologinio spaudimo vengimas pilietinio ugdymo procese.Reikšminiai žodžiai: Procesas; Pilietiškumas; Chronologija; Istorinė savimonė.

ENThe article analyzes the specifics of civic education and the historical development of the notion of citizenship. Methodological analysis allows confirming that civic education is not only presentation, acquisition, or maintenance of knowledge. The main emphasis in civic education is on the development of critical, independent, and original thinking as well as on the analysis of social problems and the research of positive measures to solve them. This is a historical-methodological approach to the problems of civic education. It is based on the concept that definitions of citizenship are very much a product of the spirit or attitude of a concrete philosophical theory; it also deals with age and the concepts of history. Different historical-philosophical approaches of civic education are discussed: from the theories of ancient Greece to contemporary theories. Three basic targets of education for citizenship are emphasized: knowledge and understanding about becoming informed citizens, developing skills of enquiry and approach as well as those of participation and responsible actions. One of the main inferences is that it is impossible to conceive of pupils as active citizens if their experience of civic education is only passive. From the very beginning children must learn how to acquire self-confidence and rules of socially and morally responsible behaviour. The final inference is that every government is responsible for the effective citizenship education that should lead their citizens to active and responsible participation. The problem nowadays is the prevention of political indoctrination and ideological impact on citizens in the process of civic education.
