LTStraipsnyje analizuojama ikiteisminio tyrimo pareigūno (policijos tyrėjo) profesinės kompetencijos ir būtinų asmeninių savybių įtaka jo veiklos profesionalumui. Straipsnį sudaro įvadas ir dvi dalys. Pirmoje dalyje pristatoma tyrėjo profesinės kompetencijos svarba: analizuojamos kvalifikacijos ir kompetencijos sampratos, diskutuojama apie ikiteisminio tyrimo pareigūno profesionalumą, analizuojami teisės aktai, reglamentuojantys policijos pareigūno profesinę kvalifikaciją ir kompetenciją, pabrėžiama jų įtaka nusikalstamų veikų tyrimo efektyvumui. Antrojoje dalyje pristatoma asmeninių savybių samprata, identifikuojamas tyrėjui būtinų asmeninių savybių turinys, šių savybių sąsajos su tyrėjo profesinėmis kompetencijomis ir remiantis šiomis dimensijomis, formuojama esminė ikiteisminio tyrimo pareigūno profesionalumo charakteristika. ENThe article analyzed the professional competence and personality traits of criminal investigator and their relationship with professionalism. The article is comprised of the introduction and two subsequent parts. The first part introduced the relevance of the professional competence of the investigator. In particular, conceptions of the qualification and competence were analyzed and criminal investigator’s professionalism was discussed. The first part also included the analysis of legal acts that regulate police officer’s professional qualification and competence, and their influence on the effectiveness of criminal investigation. In the second part the concept of personality traits was presented. Furthermore, investigator’s necessary traits and their association with professional competences were identified. Given these dimensions, the essential professional characteristic of criminal investigator was formed. The authors of this paper aimed at investigating the factors that influence the professionalism of criminal investigator based on the results of foreign studies. It was concluded that professionalism of criminal investigator is presupposed by two principal elements that can influence his/her effective job performance i. e. the achieved qualification and competence (knowledge, skills and their application) together with individual characteristics such as personality traits contributes to the expected performance outcomes of such police officer. As for the personality traits, neuroticism (tolerance to stress, ability to control desires, tendency to experience negative emotions, etc.) and conscientiousness (perseverance, aim for achievement, consciousness, organization, self-discipline, etc.) play the biggest role in the evaluation of criminal investigator’s competence and professional performance.It was also revealed that together with personality traits assessment, the academic results at the police training institution and the motivational level also must be considered. The authors noted that currently there is a lack of research in Lithuania on the discussed issue. More research is needed in order to better understand the association between criminal investigators’ personality traits and their competences and professionalism within Lithuanian population.
