ENThe European economy undergoes restructuring to maintain its survival and possibility to develop. To meet these objectives incentive programs for economic development are being created. The European Union Quality Politics and Quality Program are formed as one of the main activity directions. Lithuanian economy has clashed with a huge competitiveness in Europe and all over the world. None of the ex-Soviet Union countries is ready for such competitiveness. That is the reason why our economic subjects have to choose the management methods that are under current practice in the subjects of the world-developed economies. There are many world examples to prove that the usage of new technologies and new quality management methods are the condition of not only economic competitiveness but also the condition of a company survival. European and world class scholars and businessmen conduct both theoretical and practical Total Quality Management research, create practical methods and implementation techniques by integrating their intellect. Four year long research program titled "Total Quality Management" is prepared to decide on acute quality management problems, both theoretical and practical, which are connected with the European Union Quality Politics and Quality Program. The success of problem resolution is a prerequisite condition for the Lithuanian quality management science and practice to integrate with both theoretical and practical research conducted by the European Union Scholars.The practical usage of research results is urgent and key factor of competitiveness in both European and global market. Speed and competitiveness will depend on the latest implementation of the quality management methods in the subjects of the Lithuanian economy. That is why theoretical and practical issues of quality improvement in comparison with other issues are of exceptional case. There are the following issues to decide according to the scientific program titled "Total Quality Management": theory and practice of the organizational quality culture formation, theory and practice of organizational performance quality measurement, methodology of payment for work which motivates employees to strive for a continuous performance improvement, methodology of standard task optimization in Total Quality Management; and population quality theory and practice. Also the conditions of Total Quality Management implementation in the particular economic subjects, such as public transport in the cities, public administration organizations, banks, universities, small and medium-sized enterprises undergo research. 1999 is prepared according to the earlier stated structure of scientific problems. The results of primary stage of the research are the following: formulated scientific problems, substantiated research methodology, and conducted pilot research.
