ENThe education reform and the decision making is analysed in this paper from the point of view of the classical management theory. The binarity of global and local power field, affecting national education policies, is described taking into account recent lessons learned from the implementation of educational reform in Lithuania. It is argued that under the given complex internal and external conditions and existing local phenomena, the self-adaptiveness and the side effects of the education system should be expected and taken into consideration. The management of such system is defined as a management of uncertainty.
