ENThe article is focused on essential theoretical constructs and public administration topics existing nowadays in the context of evolution of public private partnerships and development of new public management. The article includes a case study of complex new public administration model in Klaipeda city municipality in provision of public service. The objective of the article is to examine issues of service provision in public and organizational structures, identify changes in decision making and implementation process in social service sphere as well as changes in personnel’s qualitative and quantitative dimensions in the context of new public administration. The factors, such as the standards of public service provision in various institutional levels, promotion of competition, effectiveness, client-oriented and results-oriented management, the importance of public involvement and public private partnerships, the role of social policy programs as well as the aspects of innovative strategic management in the 21st century are analyzed.The authors of the article aimed to reveal the role and application of legal acts regulating the organization of complex public service provision in different Lithuanian public institutions and levels of government. Seeking to ascertain projections of possibilities of new public administration and tendencies of its development in Klaipėda city municipality, a qualitative research method - a structured interview - was used. The analysis of the results of the research and conclusions presented were based on the opinion of the experts. The research showed that municipal institutions ought to improve legal regulation and training of personnel, including the capacity of representatives of all managerial levels.
