Public-private partnership in Lithuania: areas for improvement
LTStraipsnyje nagrinėjami Lietuvos viešojo ir verslo sektorių partnerystės (toliau WSP) projektų įgyvendinimo aspektai. Siekiant objektyviau įvertinti tobulintinas WSP sritis, tyrimas atliktas iš abiejų sektorių perspektyvos. Pirmoje dalyje formuluojamas teorinis požiūris į VVSP, atsižvelgiant į esminius tokio bendradarbiavimo privalumus ir trūkumus. Antroje straipsnio dalyje, remiantis praktiniais pavyzdžiais yra pristatoma Lietuvos viešojo ir verslo sektorių partnerystės situacija. Analizuojamos pagrindinės problemos, kurios yra sprendžiamos tarpsektorinio bendradarbiavimo pagalba. Trečioje dalyje yra pristatoma užsienio šalių patirtis plėtojant glaudžius ryšius tarp viešojo ir verslo sektorių, taip pat vertinama, kuriose srityse toks bendradarbiavimas galėtų būti plėtojamas ateityje. Formuojamos išvados ir pasiūlymai dėl efektyvesnio VVSP projektų įgyvendinimo Lietuvoje.
ENThe article deals with the aspects of implementation of public-private partnership (hereinafter PPP) projects in Lithuania. In order to objectively assess the areas for improvement of PPP, the study was carried out from the perspective of both sectors. The first part provides a theoretical approach to the PPP, according to the essential pros and con of such cooperation. The second part, presents the situation of public and private sector partnership in Lithuania based on practical examples. Eludicating the main problems adressed by use of inter-sectoral partnerships. The third part introduces the experiences of foreign countries in the development of close relations between the public and private sectors, including an assessment of areas where such cooperation could be developed further. The last part of the article are the formed conclusions and proposals for more effective implementation of PPP projects in Lithuania.
