ENIt is a quarter of a century since Lithuania became independent. Many consider this period to be sucessful, however, there are many individuals in academy and public sphere who have contradictory opinions. We are very good at criticising the power but we are far less sucessful in offering remedies and implementing changes, thus we should choose to strengthen the foundations of democracy and create an environment that favors substantial democracy.
