LTMūsų šalyje dominuojančio rinkos fundamentalizmo rėmuose ekonomika (ūkis) tapatinama su rinka, su privačių gėrybių judėjimu. Pripažįstant, kad rinka yra efektyviausia privačių gėrybių (prekių) judėjimą užtikrinantis režimas, jos tapatinti su visa ekonomika nevalia, nes be rinkos šalies ūkyje egzistuoja ir kita jo dalis – viešasis sektorius, kuriame yra kuriamos viešosios gėrybės. Lietuvos ūkio plėtra būtų sklandesnė, jeigu būtų pripažįstama, jog būtinas balansas tarp rinkos ir viešojo sektoriaus, tarp privačių ir viešųjų gėrybių kūrimo. Deja, beveik nuo pat mūsų valstybės atkūrimo vyravo individualistinis rinką ir ekonomiką tapatinantis požiūris ir tas požiūris įtakojo pačią transformacijų eigą, jos pobūdį. Šoko terapijos iškėlimas ir gradualizmo nuvertinimas, tokių viešosios ekonomikos šakų, kaip švietimas, mokslas ir pan. ignoravimas, silpnino šalies ekonomines galias, ypač ilgalaikės perspektyvos požiūriu. Lietuvos ekonomikos ateitis priklauso nuo to, ar pavyks išsivaduoti iš individualistinio mąstymo gniaužtų ir pripažinti, jog šalies gerovę kelti, jos ekonominį konkurencingumą didinti galima tik vadovaujantis „mišrios“ ekonomikos (rinka ir viešoji ekonomika) filosofija. Tokios filosofijos rėmuose būtų pripažintas ne tik materialinis kapitalas ir finansinis kapitalas, bet ir tokios visuomenės turto dalys, kaip žmogiškasis kapitalas ir socialinis kapitalas. ENIn our country, the dominant attitude of market fundamentalism equates the economy to the market and the movement of private goods. The market may indeed be the most effective way of ensuring the movement of private goods, but it should not be equated to the economy, because as well as the market there is another side to a countries economy: The public sector, in which public goods are created. Lithuania’s economic development would go more smoothly if it were acknowledged that a balance is necessary between the market and the public sector, between the creation of private and public goods. Unfortunately, right from the reestablishment of independence, an individualistic attitude that equated the market and the economy has dominated and this attitude has affected the course of events, and their character. The rejection of gradualism and the exaltation of ‘shock therapy’, and ignoring of public sector branches of the economy such as education and science, weakened the country’s economic power. The future of Lithuania’s economy depends on whether we can liberate ourselves from individualistic thinking and acknowledge that the country’s well-being and competitiveness can only be to improved by following a philosophy of ‘mixed’ economy (market and public sector). Such a philosophy would acknowledge not just material capital and financial capital, but also such aspects of public assets such as human capital and social capital. [From the publication]
