ENPublic policy is fundamentally concerned with the outcomes of the political process, emphasizing how decisions are translated into concrete actions that shape societal well-being. At its core, public policy seeks to identify collective needs, develop strategies to address them, and implement effec-tive solutions. This process involves not only responding to existing challenges but also antici-pating future demands to ensure long-term rele-vance and impact. When carefully designed and executed, public policy contributes to social sta-bility, fosters economic development, and increases the overall quality of life for individuals and communities. All countries face similar pol-icy demands, driven by the universal pursuit of a decent quality of life. At the core of these expec-tations are access to quality education, affordable housing, and comprehensive healthcare—a key to personal well-being and social stability. Lithuania’s public policy across key areas— social policy, healthcare, education, environmen-tal protection, economic development, regional policy, defence, and security—has undergone sig-nificant transformation since gaining indepen-dence in 1990. This evolution mirrors the nation’s path from a Soviet republic to a fully integrated EU member state.
