Intellectual culture is being developed not only by the information itself but the method of presentation and aids used. In addition to traditional correspondence courses, on the basis of information technologies a new distance learning system is to be developed. In order to assist the students who do not have technical possibilities to learn at home a wide area network of distance learning is to be set up. Initially, the network should linked with that of universities and colleges. In future it should not be confined to academic cities only.
