Supporting lifelong learning through the development of lifelong guidance : statements and comments

LTPasaulio ekonomikos globalizacija, Europos įdarbinimo strategija bei iššūkiai nacionalinei darbo rinkai, populiacijos senėjimas lemia, kad ES šalyse tampa vis svarbesnė darbo jėgos kokybė. Lietuvoje ir Latvijoje svarbiausias darbo jėgos kokybės bei atitikimo šalies ekonomikai užtikrinimo būdas yra mokymosi visą gyvenimą politika. Siekiant plačiau panaudoti naujas technologijas bei padidinti darbo produktyvumą ES šalyse, mokymosi visą gyvenimą svarba ir toliau turėtų augti, tad svarbu, kad mokymasis visą gyvenimą atitiktų darbo rinkos dalyvių poreikius. Tam reikalingas mokymosi visą gyvenimą reguliavimas. Lietuvoje 2001 m. prasidėjęs ekonominis augimas teigiamai įtakojo darbo rinką, tačiau nuo 2002 m. ėmė trūkti kvalifikuotos darbo jėgos. Straipsnyje yra pateikiama darbo rinkos pokyčių analizė. Pastebima, kad Lietuvoje mokymasis visą gyvenimą užima vieną žemesnių vietų tarp ES šalių. Pristatomi politiniai ir praktiniai profesinio rengimo Lietuvoje aspektai. Lyginant Lietuvos ir Latvijos profesinio rengimo poreikius, atrandama daug panašumų; keliama mintis apie galimą patirties pasidalijimą tarp šalių. Pabrėžiama, kad mokymasis visą gyvenimą turi atitikti darbo rinką, o nacionaliniai (taip pat ir Latvijos) darbo rinkos poreikiai nevisuomet atitinka ES darbo rinkos poreikius. Aptariami dabartiniai politiniai Lietuvos veiksmai profesinio rengimo reguliavimo srityje, prioritetinės veiklos sritys. Pastebimos Latvijos kryptingos pastangos tobulinant mokymosi visą gyvenimą paslaugas. Panašios tendencijos pastebimos ir Lietuvoje, tam svarbi ir ES struktūrinių fondų parama. Pabrėžiama, kad būtina užtikrinti tinkamą vykstančių reformų efektyvumo kontrolę nacionaliniu lygmeniu siekiant, kad institucijos ir paslaugos atitiktų realistiškus ekonomikos ir visuomenės tikslus.Reikšminiai žodžiai: Mokymasis visą gyvenimą.

ENGlobalization of the world economy, employment strategy of the EU, challenges experienced by the national labour market, and ageing population affects the fact that the quality of the labour force becomes more and more important in the EU countries. In Lithuania and Latvia, the quality of labour force and its correspondence to national economy is ensured out mainly through the lifelong learning policy. Taking into account the more extensive use of new technologies and willingness to increase work efficiency in the EU countries, the importance of lifelong learning should keep increasing, however, it must meet the requirements of the participants of the labour market. For this purpose, the lifelong learning regulation is necessary. The growth of Lithuanian economy, which started in 2001, positively affected the labour market; however, since 2002 the market started to lack the qualified labour force. The article delivers the analysis of changes in the labour market. It notices that lifelong learning in Lithuania takes one of the lowest places among the EU countries. The article presents political and practical aspects of professional training in Lithuania. Comparing the needs for professional training in Latvia and Lithuania the author finds out many common things; thus the article introduces the idea of sharing experience between those countries. It highlights the necessity for lifelong learning to meet the needs of labour market; however the needs of national labour markets (including Latvia) not always meet the requirements of the EU labour market.The article discusses current political actions of Lithuania in the area of professional training regulations and notices purposeful efforts of Latvia aiming to improve the services of lifelong learning. Similar tendencies are present in Lithuania too; they were influenced by the financial support of the EU Structural Funds. The article underlines the importance of performing due control of the undertaken reform at national level in order to ensure that the institutions and their services meet real objectives of the economy and the society.
