Cultural policy trends and their impact on public servant training in various countries of the European Union
LTŠiame straipsnyje analizuojamos kultūros politikos rengimo ir įgyvendinimo problemos. Išryškintos ir palygintos kultūros politikos rengimo ir įgyvendinimo tendencijos trijose Europos Sąjungos šalyse - Portugalijoje, Graikijoje ir Lietuvoje. Kadangi minėtos šalys yra atsikračiusios totalitarinių režimų, straipsnio autorė nagrinėja viešojo administravimo specialistų kompetencijų reikalavimus, keliamus naujojo laikmečio. Kitas darbe aptariamas aspektas yra Europos Sąjungos struktūrinių fondų panaudojimas šiose šalyse. Pagrindiniai rodikliai, dominę autorę, yra bendrieji dėsningumai šalims išgyvenant pokyčius, teisinių ir administracinių mechanizmų kaita, ekonominės reformos kultūros srityje ir viešojo administravimo specialistų kompetencijų tobulinimas pokyčių kontekste. Autorė atliko empirinį tyrimą ir apklausė nemažai specialistų, kultūros srities praktikų minėtose šalyse. Be to, didele dalimi ji rėmėsi dokumentu - Europos kultūros politikos tyrimų rinkiniu (Compendium of Cultural Policies in Europe), parengtu organizacijos ERICarts (Europos lyginamųjų kultūros studijų institutas - The European Institute for Comparative Cultural Research). Tyrimai patvirtina, jog portugalų, graikų ir lietuvių kultūros sektoriai pasižymi analogiškomis tendencijomis, tačiau Lietuvoje vis dar stokojama tyrimų kultūros politikos srityje. Vis dėlto faktas, jog Europos kultūros politikos ekspertai suvienijo pastangas kartu analizuoti bendras šių šalių kultūros tendencijas, teikia perspektyvų tolesniam kultūros, kaip viešojo administravimo sektoriaus dalies, specialistų kompetencijų tobulinimui.
ENThis article analyses the problems of development and implementation of the cultural policy. The tendencies of the development and implementation of the cultural policy have been highlighted and compared in three countries - Portugal, Greece and Lithuania - as part of the overall organization of public administration there. The author examines essential competences of the specialists of public administration in the light of virtually recent overturn of former totalitarian regimes and uprising new trends in these countries. One more important aspect discussed in the paper is readiness and progress of these countries in acquisition of the European Structural Funds. The most significant indicators that interest the author in the paper are: the character of transformations that occurred in the countries; dynamics of legal and administrative mechanism; economic reforms in the culture sector; and development of competences of specialists of public administration in the context of the recent changes. The paper is based on the empirical research and numerous interviews in the field of culture administration conducted in the three countries. In addition, “Compendium of Cultural Policies in Europe”, a document prepared by ERICarts -the European Institute for Comparative Cultural Research - is greatly referred to in the paper. The research confirms the suggestion that culture sectors in Portugal, Greece and Lithuania, although being of various origins and stages of development, prove to possess similar features. However, Lithuania for the time being still lacks deeper research in the field of culture policies. Alternatively, the fact that experts of the European Union focus their efforts on the investigation and assessment of various patterns of culture administration Europe-wide, provide prospects for further advancement of specialists of culture administration as part of a broader field of public administration.
