The Diffusion of party positions: policy positions moving from the Nordic to the Baltic states

LTVidurio ir Rytų Europos (VRE) perėjimas į kapitalizmą sulaukė nemažai politikos praktikų ir mokslininkų dėmesio. Pastarųjų metų tyrimai liudija, jog šio regiono šalių politikai reikšmingos įtakos turi tarptautiniai veiksniai. Globalizacija veikia ir vidaus politiką, tad kiek ši yra tik vidaus reikalas? Tarptautinių veiksnių įtaka vidaus politinių jėgų strategijoms tebėra menkai ištyrinėta ir visai netyrinėta VRE valstybėse. Teoriškai tarp valstybių gali vykti idėjų sklaida, vieno regiono partijų programinėms nuostatoms įsitvirtinant kitame regione, politinėms idėjoms iš didžiųjų šalių persikeliant į mažąsias. Šio knygos skyriaus tikslas – išanalizuoti partinės politikos difuzijos procesus, dėmesį sutelkiant į ideologines slinktis tarp politinių partijų VRE regione bei aiškinantis, kokį poveikį šioms slinktims turi tarptautinė idėjų difuzija. Analizės objektu pasirinktos trys Baltijos šalys, kadangi, kaip mažosios valstybės, jos susiduria su eilės kitų valstybių – VRE, Europos Sąjungos ir Skandinavijos – įtaka. Pirmiausia pristatoma literatūros apie tarptautinių veiksnių įtaką partijų politikai apžvalga. Pateikiamas politinių partijų pozicijų kaitos modelis, apimantis vidaus politikos ir tarptautinės difuzijos veiksnius, formuluojamos hipotezės konkrečiai atvejo analizei. Galiausiai pristatomi analizės rezultatai ir išvados, teigiančios, jog norint paaiškinti partijų programinių pozicijų kaitą Baltijos šalyse, būtina įvertinti tiek vidaus politikos veiksnius, tiek tarptautinės difuzijos poveikį, kuris ryškiausias kultūriškai artimose politikos aplinkose.

ENThe Middle and Eastern Europe's transition to capitalism have gained a lot of attention from the scholars and the practitioners of politics. The latest research indicates that the international factors are of a high importance to the politics of the countries in the region. Globalisation has an impact on the internal policies. Is globalisation really a matter of internal policy? The impact of international factors on the strategies of political forces is still not analysed or analysed just a bit in the Middle and Eastern Europe's countries. Theoretically, the dissipation of ideas between the countries might work when the provisions are adapted to another region and when the political ideas from bigger countries are used in smaller ones. The aim of this chapter in the book is to analyse the processes of diffusion in parties' politics, focusing on the ideological movement between the political parties in the region and clarifying the impact that the diffusion of international ideas has on these movements. As the object of the research three Baltic countries were chosen; as the small countries they are affected by the impact of other (MEE, European Union and Scandinavian) countries. The review of the literature analysing the impact of international factors to the policies of parties is represented. The model of constantly changing positions of the political parties that include the factors of internal policies and international diffusion is given; hypotheses are formulated for the analysis of each individual case. Lastly, the results and the conclusions claim that in order to explain the changes in political positions in the Baltic States (which are similar in politics), the factors of internal policies and the international diffusion must be evaluated.
