ENDirective 2006/21/EC on the management of waste from extractive industries provides for measures, procedures and guidance to prevent or reduce as far as possible any adverse effects on the environment, in particular water, air, soil, fauna and flora and landscape, and any resultant risks to human health, brought about as a result of the management of waste from the extractive industries. Member States shall ensure that the operator takes all measures necessary to prevent or reduce as far as possible any adverse effects on the environment and human health brought about as a result of the management of extractive waste. Member States must ensure that waste facility operators draw up a waste management plan, to be reviewed every five years. The objectives of the plan must be to prevent or reduce the generation of waste and its negative impact; to encourage waste recovery through recycling, re-use or reclaiming and to encourage the short and long-term safe disposal of waste. The competences for supervision of the management of waste from extractive industries arc distributed amongst a number of administrative structures in Lithuania. The Parliament, the Government, the Ministry of Environment and the Lithuanian Geology Service under the Ministry of Environment are responsible for transposition of the Directive 2006/21/EC.
