Viešųjų logistikos centrų steigimo tendencijos Lietuvoje

LTLietuvai tapus ES nare, vienu svarbiausių uždavinių tapo pasiekti, kad šalies transporto sektorius būtų konkurencingas ir sėkmingai integruotųsi į ES transporto politiką. Lietuvos geografinė padėtis, didėjantys prekybos ir pervežimų srautai suteikia galimybę šalyje steigti logistikos centrus (LC), kurie integruosis į Europos LC tinklą, pritrauks krovinių srautus bei pagerins susisiekimo sąlygas. To pasėkoje, Lietuva gali tapti vienu svarbiausių logistikos mazgų Rytų Europoje. Logistikos mazgo efektyvus pozicijos sustiprinimas yra įmanomas tik jei bus atsižvelgiama į esančią vienas kitą papildančių logistikos mazgų struktūrą. Todėl ypač aktualia tampa optimalaus logistikos mazguose kuriamų LC išdėstymo ir atitinkamos logistikos tinklo struktūros sukūrimo problema. Lietuvoje siūloma steigti ir jau parengti projektai 4 tarptautinės reikšmės viešiesiems LC Vilniuje, Klaipėdoje, Kaune ir Panevėžyje arba Šiausiuose kurti, kurie galėtų integruotis į Baltijos regiono naujos kartos LC tinklą ir turėtų išsidėstyti šalia Lietuvos TEN–T tinklų. Jų steigimui 2006-2010 m. numatyta skirti 90 mln. EUR. Centrų paslaugomis ir plotu turėtų naudotis ekspeditoriai, transporto bendrovės, gamybinių firmų logistikos skyriai bei logistikos paslaugų tiekėjai. Deja, Lietuvos patirtis šioje srityje nedidelė. Dažnai įvairūs biurokratiniai stabdžiai, privačių ir valstybinių interesų konfliktai stabdo šių strategiškai numatytų veiksmų praktinį įgyvendinimą. Iki šiol minėtieji LC kol kas lieka labiau projektiniai nei laukiamą naudą jau nešantys transporto infrastruktūros objektai. ENAfter Lithuania became the member of the EU, one of the most important tasks were to reach that the transport sector of the country would be competitive and successfully integrate into the transport policy of the EU. The geographical position of Lithuania, increasing flows of trade and carriages provide with a possibility to establish logistic centres (LC) in the country, which will integrate into the European LC network, attract cargo flows and improve the communication conditions. As a result, Lithuania may become one of the most significant logistic units in the Eastern Europe. Efficient strengthening of the position of logistic unit is possible only taking into account the existing structure of logistic units supplementing one another. Thus, the problem of optimum LC location instituted within logistic units and the creation of a respective logistic network structure becomes especially relevant. In Lithuania, it is proposed to establish 4 public LCs of international importance in Vilnius, Klaipėda, Kaunas and Panevėžys or Šiauliai, whose projects have already been drawn up and which could integrate into the LC network of new generation of the Baltic Region and should be located adjacent to the TEN-T networks of Lithuania. EUR 90 mln. are intended to be allocated to their establishment in 2006-2010. Expeditors, transport companies, logistic centres of manufacturing firms and supplies of logistic services must use the services of the centres and their territories. Alas, the experience of Lithuania is not broad in this sphere. Frequently, various bureaucratic holdouts, conflicts between private and public interests impede the practical implementation of these strategically intended actions. Up to now, the afore-mentioned LCs remain more project-based than transport infrastructure objects already bringing the anticipated benefits.
