ENFrom the very moment Lithuania gained back its independence, the continuous formation of business support system takes place. The one most important aspects of system efficiency is the availability of the services. This paper is the third one analyzing the territorial business support system. The aim of the paper is to review the formation and development of the business support system in Lithuania in 1998–2010. In this paper, the features of relationship between the founders and the consumers of the business support system are surveyed, the three main stages of the formation of the business support system are distinguished and the main features of these stages as well as trends of the development of the business support system are overlooked.
