The Lithuanian OSCE chairmanship 2011: ambitions and results
LTLietuvos pirmininkavimas Europos Saugumo ir Bendradarbivimo Organizacijai (toliau ESBO) 2011 m. buvo vienas didžiausių Lietuvos užsienio politikos iššūkių. Dar prieš prasidedant Lietuvos pirmininkavimui, Lietuvos užsienio politikos vadovai pabrėžė, kad Lietuvai suteikta teisė pirmininkauti ESBO yra sėkmingos mažos valstybės užsienio politikos pasiekimas ir tam tikras jos pripažinimas. Taip pat šis pasiekimas galėtų būti vertinamas kaip atlygis už Lietuvos diplomatų pastangas integruotis į tarptautinę bendruomenę ir įsitraukti į tarptautinių klausimų sprendimo procesą, prisiėmus tam tikrą atsakomybę. Lietuva yra nedidelė šalis, taigi tiek politikai, tiek diplomatai nuolat patiria tiek visuomenės, tiek vidinį spaudimą, kad Lietuva būtų matoma ir reikšminga tarptautinėje arenoje. Todėl nenuostabu, kodėl pirmininkavimas tarptautinei organizacijai, vienijančiai 56 šalis ir laikomai svarbiu politiniu forumu ne tik Europoje, bet ir kai kuriose Azijos valstybėse, yra svarbus įvykis. Lietuva siekė pabrėžti, kad ši užduotis atveria naujas galimybes. Šiame straipsnyje bandoma įvertinti, kuo motyvuotas buvo Lietuvos tikslas užsitikrinti pirmininkavimą ESBO, kaip pasikeitė pirminiai pirmininkavimo tikslai ir uždaviniai, kokie rezultatai buvo pasiekti, įgyvendinant Lietuvos ESBO pirmininkavimo darbotvarkę. Pirmininkavimas tarptautinei organizacijai, kaip tyrimo objektas, yra tik instrumentinis užsienio politikos aspektas, todėl šiame straipsnyje nėra siekiama paaiškinti ar pateisinti užsienio politikos formavimą jokiomis teorijomis.
ENLithuania chairing the Organization for Security and Co-operation in Europe (OSCE) in 2011 was one of the biggest challenges for Lithuania's foreign politics. Even before the start of Lithuania's chairing, the Lithuanian foreign politics leaders stressed that Lithuania's right to chair ESCP is an achievement of a successful small country's foreign politics and some sort of acknowledgement of it. Furthermore, this achievement could be a reward for the efforts of the Lithuanian diplomats to integrate in the international community and to engage in a process of international issues by taking a certain amount of responsibility. Lithuania is a small country, so both politicians and diplomats constantly face public and internal pressure to make Lithuania visible and significant in the international scene. Therefore, it is no wonder why the chairing of an international organization that unites 56 countries and is an important political Forum not only in Europe but also in some countries of Asia is an important event. Lithuania tried to emphasize that this task opens new opportunities. This article attempts to evaluate what was the Motivation behind Lithuania's ESCO chairing, how did the first aims and goals of the chairing changed, what results were reached while implementing the agenda of Lithuania’s ESCO chairing. A chairmanship of an international organization as a subject of Research is just an instrumental aspect of foreign politics, therefore, this article is not intended to explain or justify the formation of foreign politics by any theories.
