LTŠio straipsnio tikslas yra pateikti makroekonominės veiklos rodiklius, kurie atitinka apibrėžtą ekonominio konkurencingumo sąvoką, pritaikytus Centrinės ir Rytų Europos (CRE) šalims ir ypač Baltijos valstybėms. Autorės nuomone, ekonomikos konkurencingumas turi dvi papildomas dimensijas: privačių kompanijų, veikiančių šioje ekonomikoje, gebėjimą sėkmingai konkuruoti rinkoje, ir bendrą gyventojų gerovės didėjimą. Straipsnyje CRE šalių makroekonominė veikla yra vertinama remiantis tokiais ekonominiais rodikliais: infliacijos lygiu, ekonominiu augimu (BVP), nedarbo lygiu, vyriausybės biudžeto balansu, euro įvedimo parametrais. Konkurencingumas, inovacijos ir antreprenerystės skatinimas yra būtinos sąlygos užtikrinant ekonomikos augimą išaugusioje ES. Inovatyvių Europos regionų (IER) tinklas yra puikus pavyzdys, kaip šiuos esminius elementus sujungti į visumą ir taip pateikti efektyvų technologinės kooperacijos tarp kompanijų ir institucijų pavyzdį. Taip pat verta neužmiršti Bendrijos sanglaudos politikos, kuri nukreipta būtent į ekonominių ir socialinių skirtumų panaikinimą. IER jau veikia ir Baltijos šalyse. Jie apima daugumą įmonių, veikiančių inovacijų srityje vietiniu lygiu. Lietuvoje IER sudaro dviejų narių - "Lietuvos inovacijų centro" ir "Mokslo ir technologijų parko" - konsorciumas. Lietuvos ir Latvijos IER padėjo lietuvių bendrovei UAB "Technologija" rasti partnerį Latvijoje, kuriam buvo perduotos technologijos ir iš to laimėjo abi kompanijos. ENThe purpose of the article is to present the macroeconomic performance indicators, which suit the determined economic competitiveness framework, with reference to the Central and Eastern European Countries (CEEC) and the Baltic States in particular. The competitiveness of an economy has two complementary dimensions: the capability of private firms based in that economy to compete successfully in the marketplace, and general increases in welfare across the population. In the article the macroeconomic performance in the CEEC (Central and Eastern European Countries) and the Baltic States (Estonia, Latvia and Lithuania) in particular, is estimated according to the following economic criteria: inflation rate; economic growth (GDP); unemployment rate; government budget balance; arguments for Euro introduction. Competitiveness, innovation and the promotion of entrepreneurship are critical conditions for ensuring economic growth in an enlarged EU. The IRC (Innovating Regions of Europe) Network represents a very good example of how ä specific action can bring these key elements together by providing an effective mechanism for technological cooperation between firms and institutions. It is worth recalling that the Community cohesion policy is one of the pillars of the European construction together with the single market and monetary union. Nearly a third of the Community budget is allocated to this area. It is the only policy of the European Union that explicitly addresses economic and social inequalities. Three IRCs are currently operational in the Baltic States. They involve most of the entities active in the innovation field at local level. In Lithuania, the IRC is formed by a consortium of two members: "Lithuanian Innovation Centre" and "Science and Technology Park".The Latvian and Lithuanian IRCs helped UAB Technologija to find a partner in Latvia for a technology transfer agreement that brings benefits to both the companies involved. Thanks to the Estonian IRC, a technique developed and commercialised by an Estonian company is being used in Spain to find a more efficient and environmentally-friendly way to ensure mussels are safe to eat.
