Internal transfer of cybernetics and informality in the Soviet Union
LTŠiame knygos skyriuje nagrinėjamos vidiniai kibernetikos ir kompiuterinių technologijų sklaidos procesai XX a. 6-7 deš. Sovietų Sąjungoje. Dėmesį sutelkiant į Lietuvos tarybų socialistinės respublikos atvejį, kibernetikos perdavimo procesai pristatomi kaip sudėtinga oficialių ir neformalių sąveikų išdava. Skyriuje siūlomas ir ginamas argumentas, jog technologijų ir mokslo perdavimas Sovietų Sąjungos ribose vyko neapsiribojant centro vykdoma politika. Kibernetinių technologijų sklaidą taip pat spartino dialogas tarp politinių bei mokslo centrų (Maskvos, buvusio Leningrado) ir periferijos (Vilniaus), ir šiame dialoge neturėtų būti nuvertintas reikšmingą socialinį bei ekonominį vaidmenį turėjusių neformalių tinklų indėlis. Analizuojant Lietuvos atvejį, šiame skyriuje kvestionuojamas unitarinė Sovietų Sąjungos vaidinys, išryškinant vidaus politikos mikro lygmens veikėjus kibernetikos perdavimo procesuose, vykusiuose tarp šios valstybės sienų. Greta Vakarų ir vietos istoriografijos, tyrimas remiasi aštuonių naujų, specialiai šiam tikslui atliktų pusiau struktūruotų interviu su Lietuvos mokslininkais pirmeiviais duomenimis. Interviu medžiaga suteikia unikalų žvilgsnį į oficialias ir neformalias asmenų bei institucijų sąveikas kibernetikos ir kompiuterinių technologijų sklaidos procesuose. Ši atvejo analizė rodo, kad periferija siūlo reikšmingų inovacijų tiek Sovietų Sąjungos centrui ir Ekonominės savitarpio pagalbos tarybai, tiek Vakarų valstybėms.
ENThis book chapter analyses the dissemination of cybernetics and computer technologies in 1970's and 1980's in the Soviet Union. The focus is on the Lithuanian Soviet Socialist Republic, the dissemination of cybernetics is considered to be an outcome of complex official and informal interactions. The chapter presents and defends the argument that the transfer of technology and science in Soviet Union did not conform with the government's policy. The dissemination of cybernetic technologies was sped up by the dialogue between the centres of politics and science (Moscow, Leningrad) and the periphery (Vilnius). Informal networks had a significant social and economic impact which should not be underestimated. Analysing the case of Lithuania, this chapter questions the image of Soviet Union as a unitary formation, as there were many agents at the micro levels of the dissemination of cybernetics within the country. Along with a local historiography and one of the West, the study relies on eight new semi-structured interviews with Lithuanian scientists, which were conducted especially for the purposes of this study. The primary interview material lets us uniquely view the official and informal interactions between persons and institutions during the dissemination of cybernetics and computer technologies. This case study shows that the periphery offered significant innovations to the Soviet Union's government, the Council for Mutual Economic Assistance and to the Western states.
