Political and security implications for CEE: new hopes and old fears
LTPagrindinė šio pranešimo tezė – Vidurio ir Rytų Europos valstybės šiuo metu yra politinio neapibrėžtumo situacijoje, kuri reikalauja aktyvesnės politinės, o neretai ir moralinės Jungtinių Amerikos Valstijų paramos. Tai, ar naujoji globali JAV strategija atliepia šiuos poreikius yra klausimas diskusijai. Pirmoje pranešimo dalyje aptariama 2004 m. situacija Vidurio ir Rytų Europos regiono valstybėse, pabrėžiant politinių pokyčių keliamus iššūkius bei galimus politinio nestabilumo šaltinius. Klausiama, ar stebimi politinio nestabilumo ženklai yra vien vidaus problemos ir įprastos demokratinės politikos apraiškos, ar jie žymi globaliu lygmeniu vykstančią santykių kaitą. Jei tarptautinių santykių aplinka iš esmės keičiasi, tai gali paskatinti atgimti senąsias Vidurio ir Rytų Europos regiono baimes ir nuogąstavimus. Antroje dalyje aptariamos šio regiono valstybių baimės, susijusios su Rusijos įtaka, galios pretenzijomis bei galimybėmis daryti poveikį šio regiono visuomenėms. Galiausiai pranešime teigiama, jog tai, kas Vidurio ir Rytų Europos valstybėms kelia nerimą, turi pozityvių aspektų, kurie gali būti suvokiami kaip naujos galimybės ir naujos ateities viltys. Jeigu šios regiono šalys liks artimomis NATO partnerėmis, yra pagrindo tikėtis, jog Rusijos veiksnys didžiųjų galių santykiuose neužgoš naujųjų Aljanso narių interesų. Dabartinėmis neapibrėžtumo sąlygomis Vidurio ir Rytų Europai reikia daugiau aiškumo, pasitikėjimo ir užtikrinimo dėl JAV politinio kurso perspektyvų.
ENThe main thesis of this report is that Central and Eastern European countries are currently in a state of political uncertainty, which requires a more active political and often moral support of the United States of America. Whether the new global US strategy meets these needs is a matter for debate. The first part of the report deals with the situation in the countries of Central and Eastern European region in 2004, highlighting the challenges posed by political changes and potential sources of political instability. The report asks whether observed signs of political instability are merely internal problems as well as manifestations of regular democratic politics, or it signifies the changing relationships at the global level. If the environment of international relations is fundamentally changing, this may lead to the renewal of fears and concerns of the Central and Eastern European region. The second part discusses the fears of the countries of this region linked to the influence of Russia, power claims and the ability to influence the societies of this region. Finally, the report states that what disturbs the countries of Central and Eastern Europe, has positive aspects that can be perceived as new opportunities and hopes for a new future. If the countries of this region will remain close partners of NATO, there are grounds for expecting that the Russian factor will not override the interests of the new members of Alliance in the relations of great powers. In the current climate of uncertainty, Central and Eastern Europe needs more clarity, confidence and assurance on the perspectives of the US political course.
