The New US global strategy and CEE region
LTJungtinių Amerikos Valstijų ambasadoriaus Lietuvoje (2003–2006 m.) St. D. Mull’o kalboje pristatoma naujoji globali JAV strategija ir aptariamas Vidurio ir Rytų Europos valstybių, įskaitant Lietuvą, vaidmuo šios strategijos įgyvendinimo procesuose. Diplomato teigimu, pasibaigus Šaltajam karui, Europą ir JAV suvienijo bendra laisvės ir demokratijos sklaidos misija, kurios rezultatai šiandien matyti Vidurio ir Rytų Europos regione. Tačiau tarptautinio saugumo grėsmės kinta, ir šiandien laisvę, demokratiją ir taiką puoselėjančios šalys susiduria su nauju iššūkiu ir grėsme – terorizmu. Šį iššūkį įmanoma įveikti tik bendromis bendraminčių pastangomis. Vidurio ir Rytų Europos šalys savo pagalbą ir pajėgas pasiūlė vienos pirmųjų. Nors šiame kelyje jau daug nuveikta, dar liko daug uždavinių ir iššūkių, daugiausia – už karo lauko ribų. Šiandien nei viena teritorija nereikalauja jungtinių pajėgų pagalbos taip, kaip plačiąja prasme suprantami Vidurio Rytai (angl. Greater Middle East). Diplomato kalboje JAV santykių su bei konkrečiai Lietuva kontekste aptariama Didžiųjų Vidurio Rytų iniciatyva, Neplatinimo saugumo iniciatyva, bendras siekis sukurti demokratijų bendruomenę. Pažymima, kad tarp JAV ir Vidurio ir Rytų Europos regiono valstybių susiklostę santykiai yra ypatingi, o Lietuvos ir kitų regiono šalių narystė Europos Sąjungoje ir NATO sustiprins transatlantinius ryšius, kurie užtikrins laisvę, saugumą ir stabilumą senajame žemyne.
ENIn the speech of the Ambassador of the United States of America in Lithuania (2003–2006) St. D. Mull a new global US strategy is presented and the role of Central and Eastern European countries, including Lithuania, in the implementation of this strategy is discussed. According to the diplomat, after the end of Cold War, Europe and the United States were united by a common mission of freedom and democracy spread, results of which are seen today in the region of Central and Eastern Europe. However, the threats to international security are changing, and today countries that cherish democracy and peace face a new challenge and threat - terrorism. This challenge can be overcome only by joint effort of the countries. One of the first countries to offer their help and forces were the countries of Central and Eastern Europe. Though a lot has been already done in this area, there are still many tasks and challenges, mostly outside the war field. Today, no territory requires help of joint forces the way Greater Middle East are understood in its widest sense. In the diplomat's speech in the context of US relations with particularly Lithuania Greater Middle East Initiative, Proliferation Security Initiative, and the joint effort to create a community of democracies is discussed. It is noted that relations between the USA and countries of Central and Eastern European region are special, and European Union and NATO membership of Lithuania and other countries of the region will strengthen transatlantic ties that will ensure freedom, security and stability in the old continent.
