ENPublic policy measures towards small and medium business in Lithuania have been analysed. Multi-level governance approach is taken as a theoretical framework. Methods such as media portals monitoring, document analysis, and interviews and discussions with those engaged in small and medium business and interested in government support are employed. Interest representation schemes are defined. Influence of small and medium business sector for the local community development in Kaunas region is taken as an example. In the context of economic recession, changing strategies of support of different governmental levels, such as local, national, and European were analysed.
