The Polish Air Force operations in air policing over the Baltic States and the future of the mission
LTXX a. pabaiga buvo reikšminga Europai, nes neliko dvipolės pasaulio tvarkos. Rytinėje kontinento dalyje valstybingumą atkūrusios Baltijos šalys ėmė integruotis į europinę sistemą. Nacionalinio saugumo užtikrinimas joms tapo vienu rimčiausių iššūkių. Baltijos valstybėms reikėjo sukurti efektyvias gynybos pajėgas, nors šio uždavinio įgyvendinimui trūko lėšų. Atkūrusios valstybingumą Baltijos šalys mezgė glaudesnius santykius su Vakarų Europos valstybėmis, ir tai tapo pamatiniu trijų tautų užsienio politikos principu, kurį santykiuose su Europos Sąjunga (ES) ir NATO pavyko įgyvendinti. Šie santykiai buvo glaudžiai susiję su regiono geopolitika ir atidžiai stebimi Rusijos Federacijos. Europą neramina pakartotiniai Rusijos įsiveržimai į Baltijos valstybių oro erdvę, NATO taip pat reaguoja į šią problemą. Šiuo metu netyla diskusijos dėl oro policijos misijos trijose Baltijos valstybėse ateities. Šio straipsnio tikslas – pristatyti galimus ilgojo laikotarpio sprendimus, įgalinančius užtikrinti veiksmingą oro erdvės saugumą šiaurės rytinėje NATO teritorijos dalyje. Pirmiausia pristatomos oro misijos ištakos, aptariant jos ribotumus, susijusius su Baltijos valstybių oro gynybos pajėgumais. Antroje dalyje nagrinėjamas Lenkijos oro pajėgų indėlis oro policijos misijoje. Šis indėlis reikšmingas ne tik NATO ir Baltijos valstybėms, bet ir visoms Aljanso narėms. Straipsnyje taip pat aptariamos misijos perspektyvos, atsižvelgiant į praktines jos sąlygas, galiausiai pateikiama rekomendacijų oro policijos misijai, pabrėžiant trijų Baltijos valstybių politinės ir karinės lyderystės svarbą.
ENThe end of the 20th century was significant for Europe, because the bipolar world order ceased to exist. On the eastern side of the continent, the Baltic countries that restored their statehood began integrating in to the European system. One of the most important challenges for them was the preservation of national security. The Baltic countries needed to create effective armed forces, even though they lacked funds for the carrying-out this task. After restoring their statehood, the Baltic countries developed closer relations with the countries of Western Europe; this has become a cornerstone, which in the relationship between the European Union (EU) and NATO was successfully implemented, of the foreign policy of three nations. These relationships were closely linked with the regional politics and the Russian Federation closely monitored them. Europe is concerned with repeated Russia's violations of the airspace of Baltic countries; NATO as well reacts to this issue. At the moment, there are discussion regarding the future of the air police mission in three Baltic countries. The purpose of this article is to introduce possible long-term decisions, which enable to ensure an effective protection of air space in the northeastern territory of NATO. First of all, the origins of air missions are introduced; their limitations, which are associated with the air defence capabilities of Baltic countries, are discussed. In the second part of the article, the contribution of Poland to the air police mission is discussed. This contribution is not only significant for NATO and Baltic countries, but for all member states of the Alliance. The article also discusses the perspectives of the mission having regard to its practical conditions; lastly, recommendations for air police mission are given, by highlighting the importance of political and warfare leadership of three Baltic countries.
