Vaikams palankios ekonominės ir socialinės politikos formavimas

LTStraipsnyje analizuojama, kokia yra vaiko padėtis Lietuvoje, atskleidžiama, kad jokia ekonomika negali būti neutrali vaikų atžvilgiu. Straipsnio tikslas – išanalizuoti vaiko padėtį Lietuvoje ir numatyti priemones formuoti vaikams palankesnę politiką, atsižvelgiant į Europos Sąjungos šalių patyrimą. Pirmoje straipsnio dalyje aptariama Lietuvos demografinė situacija ir vaikų ekonominės gyvenimo sąlygos, toliau nagrinėjama šeimos instituto situacija, analizuojama smurto prieš vaikus problema ir jos sprendimo būdai, vaikų su negalia ugdymo perspektyvos ir poreikiai. Skyrium nagrinėjama ikimokyklinio ugdymo politika, galiausiai – nevyriausybinių organizacijų vaidmuo. Teigiama, jog ekonominė ir socialinė politika turi būti palanki vaikams, ji turi padėti priimti veiksmingesnius su vaikais susijusius sprendimus, panaikinti veiksnius, skatinančius smurtą, skurdą ir fizines bausmes. Norint veiksmingai mažinant vaikų skurdą ir socialinę atskirtį, būtina parengti strategiją, apimančią ekonomines ir socialines politikas, glaudžiai susietą su vaikais ir jų problemomis. Daugiau turi būti išklausoma vaikų nuomonė formuluojant jiems palankią politiką. Vaikams su nestipria proto negalia reikia sudaryti sąlygas integruotis į bendrojo lavinimo mokyklą. Didesnį dėmesį reikia skirti ikimokykliniam ugdymui, taip pat vertėtų didinti nevyriausybinių organizacijų vaidmenį sprendžiant vaikų skurdo ir socialinės atskirties problemas.

ENThe article analyses child situation in Lithuania. It is revealed that no economy can be neutral in regards to children. The aim of the article is to analyse the child's situation in Lithuania and to foresee means to form a policy more favourable for children taking into account the experiences of European Union countries. In the first part if the article the Lithuanian demographic situation and economic living conditions of children are discussed. Further, it examines the situation of family institute, analyses the problem of violence against children and its solutions, perspectives and needs of education for children with disabilities. The section deals with pre-school education policy and finally the role of non-governmental organizations. It is argued that the economic and social policy should be favourable to children; it should help to make effective child-related decisions, eliminate factors that promote violence, poverty and physical punishment. An effective strategy for reducing children poverty and social exclusion requires the development of a strategy covering economic and social policies closely linked to children and their problems. The voice of children should be heard more often when forming a policy favourable to them. For children with low mental disabilities it is necessary to create conditions for them to integrate into a general education school. A higher attention has to be paid to pre-school education. What is more, it would be better to increase the role of non-governmental organizations when solving children poverty and social exclusion problems.
