Summary / Abstract:

LTStraipsnyje nagrinėjami įvairių autorių požiūriai į infliacijos sąvokos, infliacijos proceso esmę ir turinį. Bendro vardiklio šiais klausimais radimas apsprendžia tolesnio tyrimo eigą: veiksnius, veikiančius infliacijos atsiradimą, poveikio įtakoti šį procesą galimybes. Darbe aptariami Lietuvoje infliacijos lygiui matuoti naudojamo metodo privalumai ir trūkumai. Straipsnyje nagrinėjami keinsistinės ir klasikinės mokyklų atstovų požiūriai į infliacijos kilmės priežastis, infliacijos ir nedarbo santykį, infliacijos pasekmes. Analizuojant mokslinę literatūra infliacijos klausimais nustatyta skirtingos nuomonės infliacijos sampratos klausimu. Vieni infliaciją apibūdina kaip situaciją, kai „laisvi“ pinigai ieško prekių; kiti – ją apibūdina piniginių pajamų augimo tempais, aplenkiančiais gamybos augimo tempus; treti, infliacijos sąvoką aiškina infliacijos priežastimis (atskirų ekonominių grupių siekimu padidinti savo realiąsias pajamas; piniginio vieneto kurso kritimu užsienio valiutos atžvilgiu ir t.t. Tyrimo metu nustatyta, kad plačiausiai paplitęs 1986 m. R. McKenzie paskelbtas infliacijos apibrėžimas: Infliacija – tai prekių ir paslaugų bendrojo kainų lygio didėjimas, pasireiškiantis piniginio vieneto perkamosios galios smukimu.Tyrimo metu nustatyta, jog infliacijos sąvokos apibrėžimo problematiškumas slypi tame, ką reikia laikyti bendruoju kainų lygiu? Lietuvos Statistikos departamentas infliacijai (defliacijai) apibūdinti naudoja vartojimo prekių ir paslaugų kainų indeksą. Nepaisant jo trūkumų, ekonomistų nuomone, šis infliacijos indikatorius yra patikimiausias. Infliacijos priežastis nagrinėjančius autorius galima priskirti keinsistinei arba klasikinei mokyklai. Keinsistinės mokyklos atstovai teigia, kad infliacijos lygį apsprendžia bendrosios paklausos augimas ir šalies ekonominė būklė. Klasikinės mokyklos atstovai infliacijos priežastis mato tik pinigų sferoje. Sekanti straipsnyje nagrinėjama problema – infliacijos ir nedarbo santykis. Nustatyta, kad norint sumažinti infliaciją, bendrąją paklausą būtina apriboti. Atliktos teorinės infliacijos pasekmių studijos leidžia teigti, kad numatytos (o ne stichinės) infliacijos pasekmės nėra skaudžios, kadangi infliacija turi neigiamų ir teigiamų pasekmių. ENIn this article the attitudes of different authors towards the concepts of inflation, the point of its process and content are analyzed. Finding the main denominator of these questions sets the further proceeding of analysis: the factors of inflation rise, the opportunities of influence to affect this process. These main opinions of the point of inflation were found in the analysis: sign of inflation is the situation when spare cash ‘are seeking’ for commodities (Friedman M., Leidler D., Parkin, M. etc.); the main sign of inflation is when the growth rate of revenue overtakes the growth rate of manufacturing; inflation is associated with variation of the monetary unit course in regard to foreign cross–rate (Fleming, Mandel); inflation is a phenomenon of the market, production, manufacturing, ratio of exchange and their regulation (Uosis, S.); inflation is the growth of the index of consumption value (Machlups, F.); I. Fisher, J. Tornau maintain that inflation is a gap between the nominal and the real economical rate. The most common definition is that inflation is a growth of general price level of goods and services, which appears in purchasing power decline of monetary unit (R. McKenzie). The main problem of inflation definition is what to consider the general price level? Different attitudes towards this question determine a different economical and social evaluation.Lithuanian Department of Statistics uses the index of good and services to evaluate the inflation (deflation). In Lithuania the modified Laspeyres formula is used to calculate the index of consumers’ prices. In the article the advantages and disadvantages of the method used to measure the level of inflation in Lithuania are analyzed. Despite of some defects the economists consider this method to be the most reliable. The authors who analyze the reasons of inflation can be classified into Keinsistin and classic schools. The exponents of Keinsistin School say the growth of the general demand and the economic condition in the country sets the level of inflation. The exponents of classic school treat the reasons of inflation only in cash sphere. The second problem analyzed in the article is the ratio of inflation and unemployment. It is found that in order to reduce the inflation it is necessary to limit the general demand. The theoretical study of inflation consequences that has been carried out implies us to maintain that intended (not elemental) consequences of inflation are not severe because of positive and negative consequences of it. The analyses show it is not possible to say the inflation is exceptionally negative phenomenon of economics. Under the sudden inflation circumstances in economics there appear the subjects that gain the advantage or disadvantage concerning the price rise. [From the publication]
