The Enlarged European Union - towards an economic governance system for the collective learning and innovation?

LTStraipsnyje siekiama išanalizuoti Europos ekonominio valdymo sistemos formavimąsi, kurį apibrėžia vis gausėjanti europinės rinkos erdvėje koegzistuojančių ir konkuruojančių nacionalinių ekonominių modelių įvairovė. Taip pat siekiama aptarti Europos Sąjungos (ES) politikos poveikį pramonės konkurencingumui ir inovacijų politikai valstybėse narėse, atskleisti realų ir potencialų kolektyvinio mokymosi mastą besiplečiančioje ES. Tam tikri ES ekonominio valdymo ir kolektyvinio mokymosi aspektai yra nagrinėti, tačiau egzistuoja labai mažai tyrimų, kurie susietų šiuos du reiškinius, ypač turint omenyje artėjantį naują ES plėtros etapą. Pirmuoju straipsnyje keliamu klausimu bandoma išsiaiškinti, ar ES gali būti laikoma atskiro ekonominio valdymo tipo apraiška. Aptariamos pagrindinės integracijos ir valdymo teorijos, siekiančios paaiškinti ES ekonominio valdymo modelį. Antras dalykas, kurį bandoma išsiaiškinti, yra tai, ar daugybė viešosios politikos konfliktų turėtų būti laikomi trūkumu, yda ar normalia europinio ekonomikos valdymo charakteristika. Šiuo tikslu apžvelgiami pagrindiniai nacionalinės ekonomikos valdymo modeliai ES erdvėje, kurie lemia heterogeniškumo tendencijas ir viešosios politikos konfliktus bendrijoje. ENIn the article, it is intended to analyse the shaping of the European Economic Management System, which is defined by the ever-increasing variety of co-existing and competing national economic models in the European Market Area. Furthermore, the impact of European Union's (EU) policy on the competitiveness of industry and the potential collective learning scope in the expanding EU are intended to be discussed. Certain aspects of EU's economic management and collective learning have been reviewed; however, there exists very few researches, which would link these two phenomenon; especially having in mind the incoming new development stage of the EU. By the first question raised in the article, it is being intended to find-out whether the EU can be considered a manifestation of a separate type of economic management. The main theories of integration and management, which intend to explain the economic management model of the EU, are discussed. The second issue, which is intended to find out, is whether the majority of public policy conflicts should be considered as a defect, a flaw or a normal characteristic of European management model. For this purpose, the main national economy management models in the area of the EU are reviewed, which determine the trends of heterogeneity and public policy conflicts in the Community. Finally, insights regarding the dilemma of convergence/divergence of the economic management structures of the EU are proposed and there are tries to discuss this dilemma in the context of learning economy, when learning is considered the condition of competitiveness and development of the EU.
