LTLietuva pasižymi didele gamtines aplinkos įvairove ir nevienodomis žemės ūkiui sąlygomis. Žemės ūkio paskirties žemės tvarkymas turi būti diferencijuotas, įvertinant geriausią teritorijos gamtinių savybių, dirvožemio ir gamybinio potencialo naudojimą bei būtinumą garantuoti ekologiškai subalansuotą veiklą ir kultūrinio kraštovaizdžio formavimą. Žemės ūkio paskirties žemė turėtų būti planuojama taip, kad būtų sudarytos palankios sąlygos rentabiliai organizuoti žemės ūkio gamybą. Vienas iš žemės ūkio regionų, kuriame bene daugiausia susipina spręstinų klausimų, yra mažiau tinkamos ūkininkauti teritorijos. Daugiausia tokių žemių yra Rytų Lietuvoje. Dalis šios žemės yra kalvota ir eroduota. Šiame straipsnyje analizuojama Rytų Lietuvos žemės ūkio paskirties žemės naudojimas, šios žemės pasiskirstymas pagal nuosavybės formas ir naudotojų grupes, žemėvaldos, neapsėtos žemes kiekis, pasėlių deklaracija. ENFarming land occupies more than half of the total area in the districts of Utena (67.8 percent). Rokiškis (67.2), Alytus (66.7), Molėtai (66.1), Širvintos and Ukmergė (each 64.0). Areas of fanning lands are greater in the districts where the land is of better quality. On January 1st, 2001, in East Lithuania, more than 137.7 thousand private owners and users of farming land were registered (in control of 495.2 thousand ha of farming land or 12.5 percent of the total farming land). The area of private farming land that has been registered in the analysed region is by 7.2 % less than the average in Lithuania. Unqualified for use land and rented land in the East region amounts to 402.5 thousand ha. This is 31.2 percent of the region's total fanning land. The biggest areas of unqualified for use and rent land under national or state control in the beginning of 2001 was in the districts of Švenčionys (45.8 percent), Ignalina (43.9), Vilnius (43.8) and Trakai (42.7). Out-of-crop land area is increasing, especially in the districts where the productivity scale of farming land is less than 35 points. When the productivity point of fanning lands increases by 1 point and other factors remain the same, the out-of-crop land plots decrease by 1.79 per cent .When the probability is 0.95, the regression coefficient is not less than 1.73 per cent (1.79-0.06) and not larger than 1.85 per cent (1.79+0.06). Thus, when farming land productivity increases by 1 point, the out of-crop arable land in the analysed districts decreases by not less than 1.73 per cent and no more than 1.85, while other factors remain the same. The research results show that the land of lower quality has more out-of-crop plots. [From the publication]
