Pašto veiklos tobulinimas ir jo specialistų rengimo raidos bruožai
LTStraipsnis skirtas pašto specialistų rengimo Lietuvoje istorijai nuo pokario laikų iki XX a. pabaigos, pateikiant profesinių samprotavimų apie ateities perspektyvas. Šia tematika lietuvių akademinių publikacijų beveik nėra. Lietuvos pašto specialistų rengimo sistema nėra pilnai istoriškai atskleista, straipsnyje tesiekiama išryškinti šios sistemos bruožus ir tendencijas. Pripažįstama, kad universitetinės institucijos, rengiančios specialistus pašto sistemai, Lietuvoje nėra. Po II pasaulinio karo juos rengė Finansų ir kredito technikumas, nuo 1962 m. pašto technikai rengti Vilniaus politechnikume, o nuo 1992 m. pašto pareigūnai ir nuo 1997 m. pašto veiklos vadybininkai rengiami Vilniaus aukštesniojoje technikos mokykloje. Pašto operatoriai buvo rengiami profesinėse mokyklose, o Vilniaus 1-ji politechnikos mokykla ir Kauno ryšininkų mokykla juos rengia ir toliau (duomenys straipsnio rašymo metu). Autorius pasisako už tolesnį pašto darbuotojų rengimą kolegijose, o žemesnioji pašto darbuotojų grandis toliau būtų rengiama profesinėse mokyklose. Tokia sistema remiasi praktiniais poreikiais ir pasauline praktika. Atkreipiamas dėmesys į specializuotą užsienio kalbų mokymą rengiant darbuotojus pašto sistemai, akcentuojama autoriaus veikla kuriant lietuvišką terminiją pašto sistemos darbuotojams. Straipsnio pabaogoje keliamas uždavinys parašyti pašto tarnybos specialistų rengimo istoriją nuo Lietuvos pašto įkūrimo 1918 m.
ENThe article talks about the history of the preparation of Lithuanian mail specialists since post war period until the end of 20th century, and presents professional reasoning about the perspectives of the future. There are hardly any academic publications on this topic. The preparation system of Lithuanian mail specialist is not fully historically exposed. The article aims at highlighting the features and tendencies of this system. In Lithuania, there is no academic institution which would prepare specialists for the mail system. After the World War II, the Technical School of Finances and Credit was preparing them, since 1962 mail technicians were being prepared in Vilnius Polytechnic School. Since 1992 mail officers and since 1997 mail activity managers were being prepared in Vilnius Technical School of higher Education. Mail operators were being prepared in vocational schools, while Vilnius 1st Polytechnic School and Kauno ryšininkų mokykla continuous to prepare them (data is in the article). The author speaks for the further preparation of mail workers in colleges, while the lower class of mail workers would be prepared in vocational schools. The system is based on practical needs and worldwide practice. While preparing the workers for the mail system, specialized teaching of foreign languages is emphasised, the activity of the author in the process of creating Lithuanian terms for the workers of the mail system is highlighted. In the end of the article, the object has been set out to write the history of the preparation of the post office specialists since the establishment of Lithuanian post in 1918.
