Lithuanian-Polish relations reconsidered: a constrained bilateral agenda or an empty strategic partnership?

LTStraipsnis remiasi 2011 m. Rytų Europos studijų centro ekspertų atlikta studija, kuri buvo pristatyta Lietuvos Užsienio reikalų ministerijai, Lietuvoje deleguotų diplomatų korpusui ir Lenkijos valstybės pareigūnams bei diplomatams Varšuvoje. Studijos tikslas – išanalizuoti iššūkius, kylančius Lietuvos ir Lenkijos dvišaliams santykiams. Ilgalaikė strateginė partnerystė patiria daug įtampų, kylančių iš abiejų pusių dėl tautinių mažumų klausimo bei stiprėjančių nacionalinių sentimentų. Studijos autoriai siekia atskleisti pagrindinius vidaus ir išorės veiksnius, turinčius įtakos Lenkijos politikai Lietuvos atžvilgiu, o taip pat išnagrinėti svarbiausius iššūkius, su kuriais Lietuva privalo susidoroti, jei yra suinteresuota išsaugoti stiprią „strateginę partnerystę“ su kaimynine Lenkija. Pirmoje straipsnio dalyje aptariama kintanti išorinių, geopolitinių veiksnių įtaka regioniniams tarpvalstybiniams santykiams posovietiniu laikotarpiu – po Sovietų Sąjungos žlugimo, NATO ir Europos Sąjungos plėtros rytų kryptimi laikotarpiu, po 2001 m. rugsėjo 11 d. pakitusios globalios saugumo tvarkos sąlygomis, keičiantis Rusijos ir JAV tarpusavio santykių trajektorijai. Antroje dalyje nagrinėjama Lietuvos ir Lenkijos strateginės partnerystės dinamika 2004–2010 m., apžvelgiant išorės veiksnių vaidmenį, Lenkijos ir JAV santykių raidą, Lenkijos vidaus politikos įtaką dvišaliams Lietuvos ir Lenkijos santykiams. ENThis article relies on a study conducted by the Eastern Europe Studies Centre in 2011, which was presented to the Lithuanian Ministry of Foreign Affairs, the body of delegated diplomats in Lithuania, as well as Polish state officials and diplomats in Warsaw. The goal of the study was to analyse the challenges of the bilateral relationship between Lithuania and Poland. The strategic long-term partnership faces tensions arising from both sides due to the ethnic minority problem and rising national sentiments. Authors of this study seek to reveal the main national and international factors affecting Poland’s politics and Lithuania sees them, also to analyse the main challenges Lithuania has to face to save a strong “strategic partnership” with the neighbouring Poland. The first part of the article includes a discussion about the changing external geopolitical factors and their effect on regional international relations in the post-Soviet period. That is, after the fall of the Soviet Union, during the development of NATO and the European Union towards the East, after the change in global security after September 11th, 2001, during the change in the relations between Russia and the US. In the second part we analyse the dynamics of the strategic partnership between Lithuania and Poland between 2004-2010. We outline the role of external factors, the development of the relationship between Poland and the US, the impact of Poland’s internal policies on the bilateral relationship between Lithuania and Poland. The third part is dedicated to discussing the main questions and features of the agenda for the bilateral relationship of Lithuania and Poland. We end the article with conclusions and public policy recommendations.
