Bevizio režimo tarp ES ir Rusijos poveikio vertinimas: Lietuvos atvejis
LTVizų režimo tarp Europos Sąjungos bei Rusijos Federacijos panaikinimas – vykstantis procesas, daugiausiai inicijuotas pačios Rusijos. Studijoje siekiama įvertinti galimo bevizio režimo tarp Europos Sąjungos ir Rusijos Federacijos poveikį Lietuvos vidaus, užsienio reikalų, muitinės bei pasienio kontrolės sistemoms. Tiriant politinį bevizio režimo įvedimo kontekstą, galima konstatuoti, kad tai jau yra prasidėjęs procesas, o Lietuvoje, žinant šalies poveikio galimybes, instituciškai ir politiškai sutariama dėl režimo neišvengiamumo, Rusijos pažangos rodiklių, atsižvelgiant į ES reikalavimus, matavimo ir ES neprisirišimo prie konkrečių bevizio režimo įvedimo terminų. Apibendrinant svarbu akcentuoti, kad Europos Sąjungos – Rusijos bevizio režimo įvedimo sąnaudos susideda iš dviejų dalių: pirma, tai sąnaudos, susijusios su nuostoliais dėl sumažėjusio ES finansavimo, ir negautos lėšos. Tai per metus sudarytų per 70 mln. litų ir net galbūt daugiau, įtraukiant praradimus dėl negautų pajamų už Lietuvoje realizuojamas nelegaliai ir legaliai įvežtas prekes. Antra, prognozuojamos išlaidos sienos apsaugos, muitinės, policijos, prieglobsčio prašymo sistemos veiklos organizavimo. Kaliningrado srities išskirtinumas taip pat yra svarbus aspektas: viena vertus, Lietuvoje yra politinių nuostatų Kaliningrado sričiai suteikti daugiau išskirtinumo judėjimo, atvirumo srityje, tačiau, antra vertus, dėl migracijos iš šios srities ir ekonominio išsivystymo netolygumų Lietuvos ekonomika šalies pasienyje, tikėtina, patirs papildomą spaudimą.
ENAbolishment of visa regime between the European Union and the Russian Federation is an ongoing process, mostly initiated by Russia. The study aims to evaluate the impact of potential visa-free regime between the European Union and the Russian Federation on the systems of Lithuanian internal and foreign affairs, customs and border control. In view of the political context of introducing a visa-free regime, the process has already started. With regard to Lithuania’s impact potential, the country has an institutional and political agreement regarding the inevitability of regime, estimation of Russia’s progress indicators with regard to the EU requirements, as well as non-attachment of the EU to any specific deadlines for the introduction of visa-free regime. It should be emphasised that the costs of the introduction of visa-free regime between the European Union and Russia consist of two parts: first, costs related to losses due to the reduced EU funding and absence of funds. This would amount to over LTL 70 million or even more, including losses due to non-received revenues for illegally or legally imported commodities that are sold in Lithuania. Second, forecasted costs with regard to the organisation of functioning of the border guard, customs, police and asylum seeking system. Exceptionality of Kaliningrad Region is also an important aspect: on the one hand, Lithuania holds a political position to provide more privileges to the region with regard to mobility and openness; on the other hand, due to migration from the region and inconsistent economic development Lithuanian economy is expected to experience additional pressure at the borderline.
