Summary / Abstract:

LTVakarų pasaulyje tautos suverenitetas nuolat buvo ir apmąstymų objektas, ir praktinė žmonių patirtis. Ne tik buvo įsivaizduojama, kad valstybė kyla iš tautos, bet įvairios tautos iš tikrųjų kūrė ir pertvarkė valstybes. Ši teorijos ir praktikos vienovė suformavo pasaulį, kuriame šiandien gyvename ir kurį, regis, dar tik pradedame suprasti. Šio knygos skyriaus tikslas – pažvelgti į tautos suvereniteto problemą per Lietuvos istorijos prizmę. Lietuvos tauta XX a. išgyveno įvairias valstybės santvarkas, krizes, užkariavimus ir represijas. Nepaisant to, ji, atrodo, išlaikė ne tik idėjinį, bet ir praktinį savo valstybės tęstinumą. Tad galbūt Lietuvos istorija iš tikrųjų gali ko nors pamokyti? Atsakymas į šį klausimą pateikiamas keturiose šio knygos skyriaus dalyse. Pirmoje dalyje aiškinamasi, kaip subrendo nepriklausomos Lietuvos valstybės idėja ir išaušo 1918 m. vasario 16-oji. Kas valdė valstybę iki tautos valią išreiškiančio steigiamojo parlamento? Kaip apibūdinti situaciją, kai valstybė jau akivaizdžiai yra atsiradusi, o tautos valia įkurti valstybę – vis dar aiškiai neišreikšta, nuspėjama iš veiksmų? Antroje dalyje svarstoma, kas yra suverenas, koks pilietybės vaidmuo įtvirtinant suverenitetą, kokius suvereniteto paradoksus reprezentuoja A. Smetonos valdymo laikotarpis. Trečia dalis skirta partizaniniam karui kaip suvereniai diktatūrai aptarti. ENIn western world, the sovereignty of the nation has always been both the object of considerations and practical experience of people. That state is formed from the nation was not only an imagination, but actually various nations formed and reformed states. This unity of theory and practice formed the world in which we live today and which we seem to be starting to understand. The aim of this chapter of the book is to consider the problem of nation’s sovereignty from the perspective of Lithuania’s history. In the 20th c. the Lithuanian nation experienced various systems of government, crises, occupations and repressions. Despite all this, it seems to have retained not only the ideological, but also practical continuity of the state. Therefore, the history of Lithuania might perhaps give lessons. The question is answered in the four parts of this chapter of the book. The first part explores how the idea of the Independent State of Lithuania has ripened and 16 February 1918 came. Who managed the state before the constituent assembly, expressing the will of the nation? How could a situation be described, in which the state is obviously existing but the nation’s will to establish a state is not yet expressly stated, foreseen from actions? The second part considers what a sovereign is, what the role of nationality in establishing sovereignty is, what sovereignty paradoxes are represented by the period of government by A. Smetona. The third part focuses on partisan war as the discussion of sovereign dictatorship. The fourth part mainly touches upon an important turning-point in 1996–2000, when the Seimas established the concept of the new state as the historical achievement of the nation, which finally formed a clear relationship between the nation and the state.
