Civil-military cooperation in conflict and post-conflict operations: learning from the Lithuanian, Slovenian and Estonian experiences
LTVis sudėtingesnės pokonfliktinės tarptautinės operacijos reikalauja įvairių veikėjų – karinių struktūrų, tarptautinių vyriausybinių ir nevyriausybinių organizacijų, užsienio ir vietinės valdžios institucijų, verslo – santalkos. Tačiau organizaciniai ir veiklos koordinavimo skirtumai neretai apsunkina tarpusavio bendradarbiavimą. Ypač ryškūs skirtumai tarp karinio ir civilinio sektorių veikėjų. Šio tyrimo tikslas – paskatinti dialogą tarp Vidurio ir Rytų Europos šalių tobulinant efektyvesnį civilinio ir karinio sektorių bendradarbiavimą taikos palaikymo ir konfliktų sprendimo srityje. Studijoje iškelti šie uždaviniai: pirma, analizuojant Vidurio ir Rytų Europos valstybių (Lietuvos, Estijos ir Slovėnijos) civilinių ir karinių struktūrų bendradarbiavimo patirtį (nuo 1990-ųjų), identifikuoti problemas ir sėkmingo bendradarbiavimo sritis; antra, užmegzti dialogą tarp civilinio ir karinio sektorių veikėjų konfliktų ir pokonfliktinėse zonose; trečia, suteikti vertingų įžvalgų bei rekomendacijų tobulinant civilinių ir karinių jėgų bendradarbiavimą konfliktų sprendime. Pirmoje knygos dalyje pristatomas teorinis tyrimo pagrindas, aiškinama civilinio ir karinio sektorių bendradarbiavimo samprata. Antrąją knygos dalį sudaro Lietuvos, Slovakijos ir Estijos atvejo studijos, atskleidžiančios, kaip minėtų sektorių ekspertai suvokia civilinių ir karinių struktūrų bendradarbiavimo galimybes, kaip apibrėžia svarbiausius iššūkius bendradarbiavimui, kur bendradarbiavimą lydėjo sėkmė. Pabaigoje aptarta trijų šalių patirtis apibendrinama, pateikiamos praktinės rekomendacijos.
ENIncreasingly complex post-conflict international operations require the rally of various actors – military structures, international governmental and non-governmental organisations, foreign and local public authorities and business. However, organisational and activity coordination differences often aggravate mutual cooperation. Particularly distinct differences are observed between the military and civil sector players. The research aims to promote a dialogue among Central and Eastern European countries while improving more efficient cooperation between civil and military sectors in the area of peacekeeping and conflict resolution. The study defines the following objectives: first, while analysing the experience of cooperation of civil and military structures of Central and Eastern European countries (Lithuania, Estonia and Slovenia) (since 1990), to identify the problems and areas of successful cooperation; second, to start a dialogue between civil and military sector players in conflict and post-conflict areas; third, to provide valuable insights and recommendations for the improvement of cooperation of civil and military powers in conflict resolution. The first part of the book presents a theoretical basis of the research and explains the concept of cooperation of civil and military sectors. The second part of the book contains case studies of Lithuania, Slovakia and Estonia, revealing how the experts of the mentioned sectors perceive the possibilities of cooperation of civil and military structures and define the key challenges to cooperation where it was successful. The experience of three countries is summarised and practical recommendations are given at the end of the book.
