The Dilemmas of transatlantic relations after EU enlargement and the implications for Lithuania

LTŠiame straipsnyje analizuojamos transatlantinių santykių dilemos po paskutinio Europos Sąjunogs (ES) plėtros etapo bei šių dilemų poveikis Lietuvai. ES bei NATO plėtra simbolizuoja svarbiausius daugiau nei pusę amžiaus padalytos Europos vienijimosi procesus. Lietuvai ir kitoms XX a. 10 deš. pradžioje nepriklausomybę atkūrusioms valstybėms narystė transatlantinėse organizacijose buvo pagrindinis užsienio politikos tikslas. Šis tikslas ne tik skatino stiprinti valstybių ryšius su transatlantinės bendruomenės šalimis, bet taip pat vykdyti pereinamojo laikotarpio vidaus politikos reformas. Vis dėlto įstojus į NATO bei ES atsirado naujų iššūkių: pagrindiniai užsienio politikos tikslai buvo įgyvendinti, iškilo poreikis apmąstyti, kaip ir kokių tolimesnių tikslų gali padėti siekti narystė šiose organizacijose. Tai, kas buvo politikos tikslai, dabar tapo politikos instrumentais. Kiti iššūkiai yra susiję su NATO ir ES prigimties kaita, kurią liudija institucinės reformos bei bendri pokyčiai tarptautinėje politinėje sistemoje – naujo pobūdžio saugumo grėsmės, įtampa tarp JAV ir didžiųjų Europos valstybių. Visa tai turi tiesioginį poveikį Lietuvos užsienio ekonominei bei saugumo politikai. Narystė transatlantinėse organizacijose ne tik davė Lietuvai naudos, bet ir numatė svarbių įsipareigojimų, kurie neretai apsunkina užsienio politikos (pvz., intervencijos Irake atveju) sprendimus. ENThe paper analyses the dilemmas of transatlantic relations after the last stage of expansion of the European Union (EU) and the impact of these dilemmas on Lithuania. The EU and NATO expansion symbolises the most important processes of unification of Europe which has been divided for longer than half a century. Membership in transatlantic organisations was the principal aim of foreign policy for Lithuania and other countries that re-established their independence at the beginning of the 1990s. This aim not only encouraged to strengthen state relations with the countries of the transatlantic community, but also to carry out the domestic policy reforms of the transition period. However, after accession to NATO and the EU, new challenges occurred: the main aims of foreign policy were achieved, there arose the need to reflect how and what further goals membership in these organisations might help to achieve. What was once policy goals now became policy instruments. Other challenges were related to the change of the nature of NATO and the EU, witnessed by institutional reforms and general changes in the international political system – new threats to security and tension between the USA and the major European states. All this has a direct impact on Lithuanian foreign economic and security policies. Membership in transatlantic organisations has not only brought benefits to Lithuania, but also envisaged important commitments that often aggravate foreign policy decision-making (e.g. the case of intervention in Iraq). Strengthening economic and trade relations between Lithuania and the EU states and non-decreasing importance of the NATO security system also create the problems of asymmetric dependency for Lithuania.
