Summary / Abstract:

ENDue to unfavourable historical circumstances, Lithuania did not have the opportunity to participate in the initial stage of European integration. However, now that Lithuania, Latvia and Estonia are independently managing their national domestic and foreign policy affairs, the idea of European integration on the east coast of the Baltic Sea is being implemented actively and is thriving. The three Baltic countries share the same goals of Euro-Atlantic integration, which are based on the historical and cultural gravitation of their nations towards Europe. The goal of European Union (EU) membership also stems from the understanding that under conditions of globalization, collective decision-making and EU solidarity can ensure Lithuania’s national interests, even though active discussions are concurrently taking place on other potential benefits and risks of EU membership. The first part of this report expands on what the European Union means to Lithuania, and on the importance of EU membership to economic, political and technological development of the country as well as national security. The second part of the report is devoted to answering the question of what Lithuania is to the European Union. It first analyses the doubt that is often expressed by EU member states: what can Lithuania and the other Baltic States offer to Europe, how can they contribute to EU development? It then examines whether the three Baltic States should be considered a unanimous political entity or individual states, with their own distinct interests within European structures.
