Dar kartą rinkimų į Steigiamąjį Seimą klausimu

LTLietuviškoje istoriografijoje nusakant rinkimų į Steigiamąjį Seimą pobūdį paprastai pažymimas tų rinkimų demokratiškumas, esą Steigiamasis Seimas atstovavo visai lietuvių tautai, visai šalies visuomenei, visiems jos sluoksniams. Nekvestionuojant Steigiamojo Seimo rinkimų vertinimo, šiame straipsnyje klausiama: kiek patikimi istoriografijoje minimi skaičiai apie rinkėjų aktyvumą šiuose rinkimuose? Lietuviškoje istoriografijoje aktyvumas rinkimuose į Steigiamąjį Seimą vertinamas skirtingai: absoliuti dauguma autorių pritaria oficialiai pateiktiems skaičiams (90 proc. šalies piliečių), kiti juos sumažina (iki 70 procentų). Nuošimtis didelis, tad kodėl verta kelti aktyvumo rinkimuose problemą? Teigiamą atsakymą į šiuos klausimus lemia faktas, kad šiais rinkimais ne tik buvo deleguoti atstovai į svarbiausią Lietuvos valdžios instituciją, bet tai buvo referendumas, kuriame lietuviai beveik vieningai pasisakė už nacionalinį valstybingumą. Rinkėjų aktyvumo klausimas yra sudėtingas, nes išlikusi archyvinė medžiaga pernelyg fragmentiška, ji neleidžia nustatyti, kiek 1920 m. pavasarį Lietuvos vyriausybės kontroliuojamoje teritorijoje buvo rinkiminio amžiaus asmenų, kiek buvo registruotų rinkėjų. Istorinių aplinkybių analizė rodo, kad rinkėjų sąrašai nebuvo patikimi ir tikslūs, neišvengta tam tikro tendencingumo tautinių mažumų (lenkų, žydų) atžvilgiu. ENWhen describing the nature of the election to the Constituent Assembly, Lithuanian historiography typically notes democracy – the Constituent Assembly is said to have represented the entire Lithuanian nation, the country’s society with all its classes. Without questioning evaluation of the election to the Constituent Assembly, the paper asks how reliable the figures of the electors’ activeness, mentioned in historiography, are. In Lithuanian historiography, activeness in the election to the Constituent Assembly is evaluated differently: the absolute majority of the authors agree with the officially presented figures (90 per cent of the country’s citizens), whereas others reduce them (up to 70 per cent). The percentage is high, so why should the issue of activeness in the election be raised? A positive answer to the above questions is determined by the fact that this election served not only to delegate representatives to the most important Lithuanian government institution, but as a referendum, in which Lithuanians almost unanimously voted for national statehood. The issue of electors’ activeness is complicated, because the remaining archival material is too fragmentary and does not help to establish the number of persons entitled to vote in the territory controlled by the Government of Lithuania and the number of registered electors. The analysis of historical circumstances shows that electors’ lists were not reliable and accurate, and there was a certain tendentious treatment of ethnic minorities (Poles, Jews). Thus, an assumption could be made that the level of activeness of the electorate in the election to the Constituent Assembly indicated in historiography is a more symbolical manifestation of the Lithuanian national and democratic statehood.
