Etninės kultūros plėtros valstybinė politika: galimybės ir poreikiai

LTPranešime pateikiami etninės kultūros valstybės politikos metmenys: aptariama teisinė bazė ir jos tobulinimo perspektyvos, valstybinės programos, padedančios plėtoti ir skleisti etninę kultūrą, šių programų įgyvendinimo rezultatai, etninės kultūros plėtros regionuose problemos ir perspektyvos. Kalbant apie bet kurią kultūros sritį labai svarbu, kaip ji teisiškai reguliuojama, kokia sukurta teisinė bazė. Etninė kultūra nuo 1999-ųjų metų turi Etninės kultūros valstybinės globos pagrindų įstatymą, nustatantį valstybės ir savivaldybių prievoles, pareigas ir veiklos uždavinius. Dar labiau juos sukonkretino 2003 metais Lietuvos Respublikos Vyriausybės patvirtinta Etninės kultūros plėtros valstybinė programa 2003 - 2009 m. Ši programa nustatė prioritetinius uždavinius, kurie išplėtojami konkursinėje Kultūros ministerijos Etninės kultūros programoje. Jais vadovaujamosios savivaldybių kultūros įstaigos rengia projektus, padedančius įgyvendinti programoje nustatytas priemones.

ENEthnic culture is an important component of a national culture, therefore a national policy of ethnic culture development has been created. This policy is based on a strong juridical basis. A Law on the Principles of State Protection of Ethnic Culture was admitted in 1999. State tasks to conserve and to develop this important cultural range are defined in the Regulations of Culture Politics of Lithuania too. A National Programme of Ethnic Culture Development became a significant juridical act. It determines the priorities of preservation, research and dissemination of ethnic culture for 2003 - 2009. Cultural institutions of municipalities performed many significant jobs implementing this programme. These jobs introduce to the public values of ethnic culture which are accumulated in museums, ascertain the phenomenon of living traditional culture and the persons cherishing them, look for ways how to convey traditions and how to vouch prolongation of them involving in a process of ethnic culture children and youth. UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage, which was ratified in Lithuania in 2004, even more strengthened a juridical basis. During the period from 2003 to 2008 a lot of jobs had been accomplished, finances imposed for the development of ethnic culture had increased and a lot of significant books had been published. The phenomenon of ethnic culture had been representing Lithuania in the World too. But the possibilities of state and of municipalities are not availed, there is a lack of coordination among institutions, a lot of things must be done in order to educate specialists of ethnic culture.
