Kolegijos išorinio įvertinimo principai kokybės tobulinimo aspektu

LTStraipsnyje apžvelgiami kolegijų išorinio įvertinimo principai. Analizuojami veiksniai, optimaliausiai įtakojantys veiklos kokybės tobulinimą kolegijoje. Pateikiami tyrimų rezultatai leidžiantys teigti, kad išorinis įvertinimas turėtų būti visapusiškas ir realizuojamas cikliniu metodu, atsižvelgiant į kolegijos veiklos vidinio įvertinimo rezultatus. Straipsnyje akcentuojama, kad kolegijos veiklos kokybės lygmens nustatymą reikėtų grįsti pasiektos pažangos įvertinimu.

ENThe article describes the role of external evaluation for colleges' quality development. Possible goals of external evaluation are defined, and that of quality improvement is taken as a leading one. The article concentrates on the principles of external evaluation that should be taken into consideration while aiming at quality development. It is revealed that external evaluation should be thorough - it should include various activity spheres of a college and should be based on qualitative and quantitative criteria. The article shows that external and internal evaluation could be related through a cyclic method in order to make quality improvement more effective. It is declared that measurement of college quality should be grounded on evaluation of a concrete college progress, but not on comparison among colleges. The article reveals the necessity to design methodology for impartial external evaluation.
