LTKnygoje apibrėžiama ir praktiškai įvertinama nevyriausybinių organizacijų įtaka demokratijos konsolidacijai Baltijos valstybėse. Tikrinama hipotezė, jog Baltijos valstybėse nevyriausybinės organizacijos, kaip pilietinės visuomenės atstovės, skatina demokratizacijos procesus, ir šis poveikis gali būti išmatuotas kokybiškai bei kiekybiškai. Knygoje ieškoma atsakymų į tris klausimus. Kokias galimybes sustiprinti Baltijos valstybių demokratiją turi nevyriausybinės organizacijos? Kokie veiksniai labiausiai prisideda prie demokratijos plėtros, jei kalbama apie nevyriausybinių organizacijų vaidmenį; kuo šiuo požiūriu analizuojamos valstybės skiriasi? Kaip nevyriausybinės organizacijos prisideda prie demokratijos kokybės gerinimo Baltijos valstybėse; kaip skiriasi jų indėlis trijose šalyse? Knygą sudaro keturios dalys. Pirmoje knygos dalyje konstruojamas teorinis pilietinės visuomenės, demokratijos ir nevyriausybinių organizacijų sąveikos modelis, o antroje pristatoma tyrimo metodologija. Trečioje dalyje pateikiami lyginamosios analizės ir kiti tyrimo rezultatai, gauti išanalizavus pilietinių visuomenių raidą bei trečiojo sektoriaus plėtrą Baltijos valstybėse. Aptariami egzistuojantys demokratijos kokybės matavimo instrumentai bei pasiūlomas metodologinis įrankis Baltijos valstybių demokratijos kokybei įvertinti. Trečioji knygos dalis skirta klausimui, kokiais būdais nevyriausybinės organizacijos prisideda prie demokratizacijos įtvirtinimo Baltijos šalyse, o ketvirtoje pristatomas „šviesoforo“ modelis leidžia išmatuoti nevyriausybinių organizacijų įtaką jų demokratizacijai.

ENThe book contains the definition and practical evaluation of the influence of non-governmental organisations (NGOs) on the consolidation of democracy in the Baltic States. The hypothesis that NGOs in the Baltic States, as the representatives of the civil society, promote the processes of democratisation and this impact can be measured qualitatively and quantitatively is checked. Answers to three questions are sought for in the book. How can NGOs strengthen the democracy of the Baltic States? What actions contribute most to the development of democracy, when speaking of the role of NGOs; how do these countries differ in this respect? How do NGOs contribute to the improvement of the quality of democracy in the Baltic States; how different is their contribution in the three countries? The book consists of four parts. The theoretical model of the interaction between the civil society, democracy and NGOs is constructed in the first part of the book, and research methodology is provided in the second one. The third part contains the results of the comparative analysis and other research obtained after the analysis of the evolution of the civil societies and the development of the third sector in the Baltic States. The existing instruments for measuring the quality of democracy are discussed and a methodological tool for evaluation of the quality of democracy in the Baltic States is proposed. The third part of the book is dedicated to the question what are the ways in which NGOs contribute to embedding democracy in the Baltic States, and the “traffic lights” model presented in the fourth part allows for measuring the impact of NGOs on their democratisation.
