Baltijos valstybių karinis bendradarbiavimas: skyrybos ar santuoka?

LTTrijų Baltijos valstybių įstojimas į NATO ir ES tapo vienų didžiausių šių mažų šalių strateginių ambicijų išsipildymu. Prasidėjo integracijos į Vakarų saugumo struktūras laikotarpis. Trišalis karinis bendradarbiavimas, labiausiai susijęs su vadinamaisiais BALT projektais atrodė beprarandąs savo politinę, strateginę ir karinę reikšmę bei prasmę. Prasidėjo apmąstymų laikotarpis ir tebėra atviras klausimas, ar Baltijos valstybių karinis bendradarbiavimas yra įšaldytas, ar galime tikėtis jo silpnėjimo, ar plėtros. Šio straipsnio tikslas – įvertinti trišalio Baltijos valstybių karinio bendradarbiavimo pasiekimus, dabartinę padėtį ir ateities perspektyvas. NATO sudėtyje šioms valstybėms atsiveria daugybė galimybių siekti savo gynybos politikos tikslų bendradarbiaujant su daug didesniu būriu sąjungininkų ir partnerių. Todėl trišalis karinis Baltijos valstybių bendradarbiavimas turi užimti unikalią nišą ir tenkinti tokius poreikius, kuriuos sunku įgyvendinti atskirai arba su kitais sąjungininkais. Straipsnyje nėra daug techninių detalių, išsamios chronologijos, politinių deklaracijų apžvalgos ar nuodugnaus politikos formuotojų bei praktikų nuomonių tyrimo. Atsižvelgiant į metus, publikacijos autoriaus praleistus dirbant Baltijos gynybos koledže, tai daugiau asmeninių įžvalgų rinkinys, paremtas patirtimi ir trišalio bendradarbiavimo raidos stebėjimu. Straipsnyje bandoma suprasti ir konceptualiai apibūdinti, koks yra Baltijos valstybių trišalio karinio bendradarbiavimo potencialas ir ko trūksta, kad jis būtų iki galo išnaudotas.

ENThe entrance of the three Baltic States into the NATO and the EU became one of the major strategic and ambitious achievements of these small states. The period of integration into the Western security structures began. The trilateral military cooperation mainly related to the so-called BALT projects seemed to have lost its political, strategic and military significance. A period of contemplations started, and it is still a question as to whether the military cooperation between the Baltic States was frozen, or we still may hope for its development. The aim of this article is to evaluate the achievements of the trilateral military cooperation between the Baltic States, the current situation and future prospects. Being within NATO, these three states have a number of possibilities for reaching their defence policy aims while cooperating with a considerably wider range of allies and partners. Therefore, the trilateral military cooperation between the Baltic States has to occupy a unique niche and satisfy the needs, which are difficult to fulfil individually or with other allies. The article does not contain too many technical detail, extensive chronology, reviews of political declarations or a thorough research of policy creators or opinions of practitioners. Taking into consideration the year the author of the publication spent while working in the Baltic Defence College, it can be suggested that it is a compilation of the author’s personal insights based on personal experience and observations of the development of the trilateral cooperation. The author of the article attempts to comprehend and conceptually define the potential of the trilateral military cooperation between the Baltic States and the shortages it experiences on the path to a full implementation.
