Sociological aspects of human rights monitoring
LTŠiame knygos skyriuje yra nagrinėjami 2004 m. atlikto reprezentatyvaus tyrimo duomenys: žmogaus teisių padėties Lietuvoje vertinimas, žmogaus teisių politikos Lietuvoje vertinimas, žmogaus teisių padėties vertinimas Lietuvai įstojus į Europos Sąjungą, gyventojų patirtis atstatant pažeistas teises, gyventojų informavimas apie žmogaus teises ir t.t. Dalis klausimų buvo tie patys, kaip ir 2001-2002 m. atliktuose tyrimuose, todėl buvo galimybė įvertinti žmogaus teisių srityje įvykusius pokyčius. Per kelerius metus ženkliai sumažėjo teigiančių, kad Lietuvoje yra sistemingai pažeidžiamos žmogaus teisės. Dažniausiai yra nurodoma, kad pažeidžiamos šios teisės: teisė į teisingą darbo apmokėjimą, teisė turėti ir pasirinkti darbą, teisė į deramą gyvenimo lygį, t.y. ekonominės teisės. Į klausimą, kokios institucijos geriausiai gina žmogaus teises, gyventojai dažniausiai atsakė, kad tai žiniasklaida ir nevyriausybinės organizacijos. Dauguma respondentų nurodė, kad Lietuvoje nepakanka informacijos apie žmogaus teises ir galimybes jas ginti. Daugeliu atvejų gyventojai nežinotų, kur kreiptis dėl pažeistų teisių. Atlikti tyrimai atskleidė nemažai problemų žmogaus teisių srityje, tačiau jie taip pat parodė, kad gyventojų požiūris į žmogaus teises ir jų įgyvendinimą Lietuvoje patiria teigiamų pokyčių. Pamatinė šių tyrimų idėja – sukurti sistemingai atliekamų tyrimų duomenų bazę, kurioje būtų kaupiami įvairių žmogaus teisių Lietuvoje aspektų vertinimai. ENThis part of the book analyses the data of a representative research of 2004: evaluation of human rights status and policy in Lithuania, evaluation of human rights status upon accession of Lithuania to the European Union, experience of residents when re-establishing breached rights, information dissemination to the public regarding human rights, and etc. Some questions were the same as during the researches of 2001-2002, thus there was a possibility to assess the changes in the field of human rights. Over few years there was a significant reduction of people stating that human rights are systematically breached in Lithuania. It is frequently stated that the following rights are breached: the right to fair labour remuneration, the right to have and choose a job, the right to a proper standard of living, i.e. economic rights. To the questions regarding the type of institutions that defend human rights the best residents responded that it was media and NGOs. Most of respondents stated that information regarding human rights and possibilities to defend them is insufficient in Lithuania. In most cases residents would not now who to address in relation to breached human rights. The delivered research revealed rather few problems in the field of human rights, although they also revealed that attitude of people towards human rights and their implementation in Lithuania is experiencing positive changes. The underlying idea of these researches is to design a systematically delivered research data base that would accumulate evaluations of various aspects pertaining to human rights.
