Summary / Abstract:

LTTyrinėtas kaimo seniūnijų išteklių potencialas kaip visumas, kurios pagrindiniai elementai yra šie: žmogus (kūrėjas, vartotojas), ištekliai, technika, aplinka, konkurencinga produkcija, nauji intelektiniai pajėgumai, gyvenimo ir aplinkos kokybė. Taikyti funkcinių tinklų teorijos ir kitus mokslo tyrimų praktikoje išbandyti metodai. Aprašyti naujos terminijos norminimo poreikiai, intelektiniai pajėgumai ir gyvenimo kokybės pažinimo pagrindiniai modeliai ir sąveikos metodai, Šiaulių savivaldybių ir seniūnijų gyventojų pragyvenimo šaltinių, išsimokslinimo, užsienio kalbų mokėjimo lyginamoji analizė, šalies kūrybinės aplinkos įtaka kaimo intelektiniam potencialui. Teikiamos išvados ir rekomendacijos kaimo ekonomikos įvairinimo investicinių projektų rezultatų grįžtamojo ryšio poveikiui didinti: kaimo plėtros dalyvių, specialistų, ūkininkų, verslininkų, mokytojų, dėstytojų intelektiniams pajėgumams stiprinti, gyvenimo ir aplinkos kokybei gerinti. ENWe have researched human and other potentials of participants of the national rural network as a complex system at municipal and ward level. The main interactive elements of the said system are: human beings (creator, consumer), resources, technologies, environment, competitive production, new intellectual potential, quality of life and environment. The methods of the functional network theory and other methods used in scientific research practice have been applied. We have set out: needs to standardize new terminology; principal models and interaction methods of determining intellectual potential and quality of life; a comparative analysis of sources of livelihoods, education, knowledge of foreign languages of residents of the municipalities and wards of Šiauliai region; influence of country's creative environment on rural intellectual potential. Conclusions and recommendations have been presented with the aim to enhance an impact of feedback of the results of the investment projects intended to diversify the rural economy: to strengthen intellectual potential of the rural development participants, teachers, lecturers, specialists, farmers, businessmen; to improve the quality of life and environment of residents. The methods of the functional network theory have been applied in implementing complicated innovation projects This might also be applied to improve the system of rural networks, to design, describe and evaluate the interaction of potential and quality of life.Individuals, their families, communities, schools, treatment institutions, law provide the most reliable information about the problems in question. This feedback information should be evaluated by an independent expert. The quality of life, intellectual potential, morality and threats are to be estimated by using a complex method. The integration of studying process into the implementation of the innovation projects contributes to the development of study programs, improvement of the quality of tutors, specialists, spreading of new experience, advancement of the management of overall quality We must standardize the definition of intellect - emotional intellect - intelligence, intellectual resources, intellectual abilities, human quality, and quality of life, introduce new principles of measurement and indicators, development of a database. State institutions, wards, schools, regional colleges and universities should carry out new functions and take responsibility for consolidating national intellectual potential. There are the main branches of consolidation of the intellectual potential, regulation of environment and the administrative system of overall quality represented. [From the publication]
