Summary / Abstract:

LTŠiandien, kaip ir prieš kelis šimtmečius miestai išliko ekonomikos varikliais bei intelektinio gyvenimo plėtros centrais. Apie 75 proc. Europos gyventojų gyvena urbanizuotose teritorijose, o apie 71 proc. Europos gyventojų gyvena miestuose ar miesteliuose didesniuose negu 5000 gyventojų. Prognozuojama, kad 2020 m. Europos miestuose, taip pat ir Lietuvos miestuose, gyvens maždaug apie 75–80 proc. gyventojų. Urbanistinės politikos formavimas, teritorijų planavimas bei sprendinių įgyvendinimas yra visų svarbiausi siekiant gyvenimo rodiklių pagerinimo. Šiems tikslams pasiekti būtina derinti privačius ir viešuosius interesus, sukuriant tvarią miestų plėtros politiką; siekti gyvybingą teritorinę įvairovę paversti privalumu, derinant vietos sociokultūrinius skirtumus. Todėl planavimo sistemos subalansavimas turėtų būti vienas iš reikšmingesnių urbanistinės politikos prioritetų.

ENNowadays, analyzing administration's peripeteia of the cities long-term planning at the national level, it is possible to notice that in the relatively short historical period of 20 years of Lithuanian independence, allows us to look at and evaluate achievements in the tendencies of urban development, outcomes of the interaction between society and architecture, that are determined by evolution of the living standards awareness, which is usually dependent on many social–political, economical, juridical, neighbourhood safety, identity of the community and many other things. The main focus is dedicated to management of implementing Lithuanian urban and cities architecture policies in the strategic level. During the integration of planning documents, programs, solutions of the strategies, and adjusting solutions of the lower level territorial planning, the need for solutions for integration and optimization problems arises. It is very important to ensure good coordination of the actions and jobs by rationally allocating responsibilities and financial resources between institutions and society. In this situation one of the most important tasks is to find ways to implement policies of city development and at the same time construct rational and fair controlling systems to prepare, control, finance, implement and manage these processes.Therefore, the purpose of this article is to explain how law making in the territories planning area can enhance environmental and social indexes to the world's criteria. Also, how and what measures should be taken to form urban policy directions, create integrated planning system, enhance acts of normative planning, reform system of management and essentially create new traditions of democratic planning. However, due to small demographic resources the aim is quality not quantity in creating all main points of urban development policy. Quantitative– territorial and qualitative contradictions between current development tendencies and accepted Lithuanian urban framework of the aims of sustainable development are attributed to the urban development problems which cannot be solve without active government.
