An Overview of Lithuania's five-year membership in the internal market of the European Union: pre-accession efforts, impact and current trends
LTStraipsnyje pristatoma penkerių Lietuvos narystės metų Europos Sąjungos (ES) vidaus rinkoje apžvalga. Šia apžvalga siekiama, pirma, apžvelgti Lietuvos veiksmus iki šalies narystės ES; antra, aptarti dabartinės ES vidaus rinkos raidos ypatumus; trečia, išanalizuoti duomenis, galinčius atskleisti ES vidaus rinkos poveikį Bendrijos šalių narių, įskaitant Lietuvos, ekonomikoms. ES vidaus rinkos „gilėjimas“ aptariamas remiantis Paslaugų direktyvos, kuri tapo šios po paskutinio ES plėtros etapo iškeltos iniciatyvos flagmanu, atvejo analize. Šios direktyvos sukeltos diskusijos ir pasekmės atsiduria apžvalgos centre. Straipsnio autoriai teigia, kad narystė ES vidaus rinkoje palyginti mažai ir atvirai Lietuvos ekonomikai suteikė svarbų papildomą impulsą. Valstybės viduje išaugo motyvacija ir spaudimas modernizuoti viešojo administravimo sistemą. Pereinant nuo praeities prie ateities perspektyvų vertinimo, manoma, kad ilguoju laikotarpiu Lietuvos ekonomikos augimas priklauso nuo tolimesnės integracijos į ES vidaus rinką, nuo galimybių tęsti valstybinio reguliavimo sistemos modernizavimą bei pašalinant biurokratinę naštą pagerinti verslo aplinką šalyje. Derybos dėl Paslaugų direktyvos projekto buvo vienas sėkmingiausių Lietuvos ES politikos procesų po įstojimo į Bendriją. ENThe paper gives an overview of five years of Lithuania’s membership in the domestic market of the European Union (EU). The overview aims: first, to examine Lithuania’s actions before the country’s EU membership; second, to discuss the peculiarities of the development of the current EU domestic market; and third, to analyse data that may reveal the impact of the EU domestic market on the economies of the member states of the Community, including Lithuania. Deepening of the EU domestic market is discussed in accordance with the case study of the Services Directive which has become a flagship of this initiative made after the last EU expansion stage. The discussions and consequences related to this directive become the focus of the paper. The authors state that membership in the EU domestic market gave an important additional impulse to a relatively small and open Lithuanian economy. Motivation and pressure to modernise the public administration system were born within the state. Concerning the transition from the past to the evaluation of future prospects, the growth of Lithuania’s economy in the long run is supposed to depend on further integration in the EU domestic market, possibilities to continue modernisation of the state regulation system and improve the business environment in the country by eliminating the bureaucratic burden. Negotiations over the draft Services Directive were among the most successful Lithuanian EU policy processes after its accession to the Community. Although Lithuania spoke for a more ambitious plan of the directive, finally even its modified variant was an important step forward, because the directive opens up new opportunities to both Lithuanian and other European services providers attempting to recover after the economic crisis.
